Update on Minority and Women Business
Enterprise Procedures
As you are aware, on July 8, 1986, the City Council passed
Council Policy 123, establishing a City-wide Minority and Women
Business Enterprise (MBE/WBE) Program. Since the
implementation of the MBE and WBE Program, the MBE Office has
found it necessary to revise several forms and documents in
order to refine and streamline procedures.
A brief explanation of the forms used in the MBE office is
provided below.
CERTIFICATION GUIDELINES
The integrity of the City' s MBE and WBE Policy depends on the
establishment of systematic procedures to ensure that only bona
fide firms participate in the City' s program. The attached
guidelines set forth the eligibility criteria for a MBE and a
WBE, explains the certification process and other pertinent
procedures that are followed by the MBE Office.
The appeals process is especially important because it allows
any firm that believes it has been wrongly denied certification
to appeal the decision to the City' s Appeal Board.
CERTIFICATION SCHEDULE (A)
The Certification Schedule (A) requests information that is
specifically tied to the eligibility criteria outlined in the
Certification Guidelines.
RENEWAL OF CERTIFICATION SCHEDULE (B)
In an effort to reduce the amount of time and paperwork for
previously certified firms, the MBE Office has developed a
shorter form for the annual recertification. Annual
recertification requires the following information:
1 . If the firm is still in business ;
2. If the firm has changed locations;
3. If the firm expanded its product or service line; and/or
4. If the firm still meets the eligibility criteria as a
MBE or WBE firm.

MBE AND WBE BID LANGUAGE (Bids over $25, 000)
This attachment provides the information included in all City
let bids over $25, 000 and is used to evaluate whether a bid is
in compliance with Council Policy 123 in one of the following
three ways:
1 . The entire contract is supplied by a MBE or WBE firm.
2. The contract is supplied with MBE and/or WBE
participation.
3. The contract is supplied without MBE or WBE
participation
A bidder/proposer can comply with the City of Fort Worth' s MBE
and WBE Policy without any MBE or WBE participation through
"Good Faith Effort".
MBE and WBE ACTIVITY REPORT (JULY 1986 - JULY 1987)
The activity report shows the City' s efforts to achieve its MBE
and WBE goals in four of the major bid letting departments.
If these documents meet with the City Councils ' approval , the
MBE Office will use these new forms in the implementation
of Council Policy 123.
A presentation has been scheduled during the City Council
workshop on December 1, 1987 to answer any questions.
