HomeMy WebLinkAboutIR 7249 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7249 p. 4 00.#ANV1y1^,* To the Mayor and Members of the City Council January 12, 1988 Subject: HAZARDOUS MATERIALS CLEANUP on October 10, 1987 (M&C C-10576), the city counci•],, approved a contract with Leak-Tec Corporation for the cleanup+.-and disposal of hazardous materials located on City of Fort Worth property adjacent to the Southeast Sanitary Landfill for an amount not to exceed $96,445. This property was acquired for the expansion and Improvement of the landfill. The hazardous materials were identified in June 1987 when a cleanup of trash and debris was initiated on the property. At the time the contract was awarded the exact nuahe;c of barrels and their contents were not known. Bids were soli ite*"and the contract was awarded based on the labor, equipment, and m4f.­er,ials necessary to identify, repackage, transport, and dispose of'' apj5io* xiimately 60 barrels containing unknown material of a total of 20,p-barrels. As work commenced and barrels were relocated into secondary, containment areas and additional laboratory testing was conducted, it became apparent that the scope of work was much more than originally- anticipated.. Many barrels had been buried or covered and could not.-be seen until surrounding barrels, brush, high weeds, and soil 'had been removed. As of December 28, 1987, all barrels had been relocated into three containement areas as follows: #1 375 barrels of solids #1 2 barrels of liquid #1 3 barrels overpacked #2 108 barrels of liquid #2 114 barrels of solids #2 147 5 gallon cans #3 156 "empty" barrels Sub-total 758 55 gallon barrels 147 5 gallon cans Total 905 containers In addition to the large increase in the number of containers that were found, laboratory testing indicates high ccncentrations of petroleum hydrocarbons and polychlorinated biphenyls in the barrels containing material and in the "empty" barrels that contain only residues. Evidently, in the past many businesses have used this as an unauthorized dumping site for various types of material.. It appears that all of the containers and materials found at the site including the "empty" barrels will require disposal at a permitted hazardous waste disposal facility in accordance with EPA guidelines. Soil samples have been submitted for laboratory testing to determine any possible sub-surface contamination and provision is being made to establish four permanent monitoring wells that will enable current and future testing and comparisons with parameters established by the EPA and Texas Water Code. HAZARDOUS MATERIALS CLEANUP removed from the site and transported to an appropriate facility for treatment or disposal. Although laboratory testing has not yet been completed, it is now estimated that the costs to complete this project may total $500,000. Leak-Tec Corporation has proved to be very professional in the way that they have undertaken this project and worked with the City. Upon completion of the laboratory testing and establishing a firm cost, the City Council will be requested to approve a contract amendment with Leak-Tec Corporation to include the additional work that has been described. CIP funds for the expansion and improvements at Southeast Sanitary Landfill will be designated as the source of funding.
