They are included on the January 5th Work Session Agenda under "For Future Action" so any questions the Council may have can be addressed. Additional information will be provided upon request. Project No.: 09-016010-00 Project Discussion The City of Fort Worth supplies treated water to its residents and 22 surrounding communities. At the present time, there are three water treatment plants. The Rolling Hills Plant receives raw water from the Cedar Creek and Richland Creek Reservoirs. The North and South Holly Plants treat water from the West Fork and the Clear Fork of the Trinity River. Recent and projected growth at higher elevations to the north of the City has OW created the need for additional water to supply the Northside II (elevation 640-740 feet, MSL) and the Northside 111 (740-840 feet, MSL) pressure planes. DATE R� ENCE SUBJECT: ENGINEERING AGREEMENT FOR THE PAGE BR CONSTRUCTION MANAGEMENT SERVICES FOR —2 of 4 STATION, RAW WATER a AND EAGLE MOUNTAIN WATER TREATMENT PLANT The Water System Study of April , 1979, conducted by Freese and Nichols, Inc. identified the future need for a water treatment plant located near Eagle Mountain Cake to provide water to the higher elevations as population growth occurred in that area. The need for the new plant is confirmed by the Water Master Plan Study presently being completed by Camp, Dresser, McKee, Inc . (CDM) . On September 15, 1987 (Ordinance 9914) , the Fort Worth City Council entered into an Annexation Service Plan Agreement with the Perot Group for the develop- ment of the basic utilities in the area to the north of 'the City limits in order to assure developers and industries that the basic infrastructure needs were being addressed. As a part of the Annexation Agreement, the City agreed to retain a consultant by January 1, 1988, for the design of the Water Treatment Plant to provide a reliable supply of treated water to the area. Need for a Consulting Firm The Water Department does not have the personnel available to manage the construction of a major water treatment plant. It is anticipated that having a construction manager on site will reduce problems such as claims from the contractors. Also included in the construction management contract is a value engineering study and review of the design at different levels of completion, /1' to assure the best possible plans and specifications for this project. Selection of the Consulting Firm The Water Department selected the Design and Construction Management Engineers using the following procedures; 1) Advertisements were placed in leading professional journals requesting that interested consultants provide background, project descriptions and references along with present staffing strengths and qualifications for the execution of the Design Services. A total of 18 responses were received; 2) The director of the Water Department appointed 8 persons to the Preselection Board, including an Assistant Director of Public Works from a neighboring community and a professor of engineering from the University of Texas at Arlington; 3) After the Board members had reviewed the Statements of Interest and selected reference had been contacted, the Board met in formal session, discussed the relative merits of each firm, and voted by secret ballot. Along with the proposals, the firms submitted samples of site selection reports and designs for consideration; 4) The Board met formally with the five consultants to hear presentations on Monday, November 23, and Wednesday, November 25, 1987. The Board selected COM as the design consultant and Freese and Nichols as the construction manager; 5) The Director of the Water Department then appointed a committee to develop the final scope of services and assist in negotiating the professional fees. Several meetings were held with both Consultants to finalize the scopes and assure proper coordination between the Consultants; and 6) The Engineer has complied with the City's policy for MBE/WBE participation. Scope of Services for Construction Management 1) Assist the Water Department during the Design Phase by reviewing the predesign memoranda and conducting value engineering workshops; 2) Provide a fully staffed field office to coordinate the daily construction efforts and process required paperwork; 00*1 3) Manage the project from the submittal of the final design, through bidding, award and construction; and 4) Coordinate design engineer reviews, manufacturer orientations on installed equipment and inspection trips. Time of Completion The Engineer will complete services within 12 months following the final inspection of the construction project. Compensation The Engineer will be paid on the basis of salary costs times a multiplier of 2.3 for office personnel and 2.0 for field personnel with a total fee not to exceed $1,566,955. Non-salary costs shall be reimbursed at the actual costs. Payment shall be made on the basis of detailed statements of service including both expenses and the scope of services performed. Project Financing 1. Scope of Services for Design 1) Predesign services to select sites for the Intake Pump Station, Raw Water Pipeline and Water Treatment Plant; 2) Preparation of Predesign Report laying out the details of the selected pump station site, pipeline route and process; 3) Preparation of plans and specifications suitable for bidding when augmented by general and construction management specifications; 4) Assistance during construction in the form of equipment submittal reviews , site visits, and preparation of record drawings; and 5) Assistance following construction in the form of startup services and operator training. Time of Completion The Engineer will complete water quality studies, preliminary and final designs with submission of contract documents ready for bidding by July 31, 1989. Services during construction will be completed within 90 days of the final inspection of the facilities. Compensation The Engineer will be paid on the basis of salary costs times a multiplier of 2.33 with a total fee not to exceed $3,421,800. Non-salary costs shall be reimbursed at the actual costs.
