X Subject: SELECTION OF ARCHITECTURAL FIRM FOR EXPANSION OF THE CENTRAL
LIBRARY
The attached draft M & C recomending the engagement of an architectural
firm for the Central Library expansion will be on the City Council
agenda for consideration on Tuesday, January 12, 1988.
It is included on the January 5th Work Session Agenda under "For Future
Action" so any questions the Council may have can be addressed.
Additional information will be provided upon request.

RECOMMENDATION
It is recommended that the City Council authorize the City Manager to execute a
contract with the O'Brien Partnership to develop the plans and specifications for
the expansion of the Central Library for a basic fee of $468,000.
BACKGROUND
The 1986 Capital Improvements Program provided $5.6 million for the addition of
two floors of approximately 36,000 sq. ft. each of which only one floor is
totally completed. Revenue bonds are projected to be used to complete two
additional parking levels over which the expansion will be constructed.
Sixteen firms were reviewed by a pre-selection committee comprised of Cate Dixon,
Library; Steve Chutchian, Transportation/Public Works; Emil Monicivais, Planning;
and Sundra Davis, Minority Business Enterprise Office. This committee determined
their recommended short list based on a point system ranking using
pre-established criteria. The short list was recommended on May 28, 1987, and
included Albert S. Komatsu & Associates, Inc., O'Brien Partnershi p,
Parker/Croston Partnership, Inc. and Yandell & Hiller, Inc.
A selection committee comprised of Linda Allmand, Library; David Ivory, City
Manager's Office; Cate Dixon, Library; Thurman Wolfe, Transportation and Public
Works; Sundra Davis, Minority Business Enterprise Office and Margaret Shiels,
Library Advisory Board, interviewed the four firms. The firms made presentations
and then responded to pre-established questions from the selection panel .
The final ranking of the firms and consensus of the Selection Committee were
based upon the strongest presentations, relevant experiences and responses to the
questions.
All firms had suitable background and capabilities as demonstrated by the
submittals. Therefore, the final determinations were based on their
presentations and experience relative to the particular project.

Based on this objective and thorough selection process, the Selection Committee
unanimously recommends the O'Brien Partnership to be the architectural firm for
the expansion of the Central Library.
The Library Advisory Board reviewed the process and the recommendation at its
December meeting and approved the following resolution, "The Fort Worth Advisory
Board affirms the City's process for the selection of an architect and,
therefore, supports the recommendation of the Central Library Architectural
Selection Committee for the expansion of the Central Library".
INFORMATION ABOUT THE FIRM RECOMMENDED
The firm is owned by D. Susan J. O'Brien, AIA, located in Arlington, Texas. Of
the seven individuals in the firm involved in the project, five are Fort Worth
residents - the Project Architect, John M. Reeser; the Job Superintendent , Samuel
D. Fowler; the Documentation Architect, Donald W. Fletcher and the Key Engineer,
John Burgess Jr. , own homes in Fort Worth, and the Design Architect, Daniel Bass
rents in Fort Worth. The other two individuals reside in Arlington.
In their presentation the firm committed to hiring Fort Worth engineers and
consultants as needed on the project.
The principals in the O' Brien Partnership have had multiple experiences in
library design and, in particular, have been involved in expansion library
projects of $500,000 to $12 million in scope.
FINANCING
Sufficient funds are available in Fund 65, Project No. 011200-00, "Central
Library Expansion" in order to finance this contract. Expenditures will be made
from Index Code, 627224, "Consultants & Professional Service".
