To the Mayor and Members of the City Council March 28, 1989 (UN Subject: COIN PHONES ON CITY PROPERTY •!73 Until recently, the long distance provider for coin phones on City property was determined by the phone provider, which in our case is Southwestern Bell . The responsibility for pay phones long distance provider selection on City property has now been shifted to the City. The staff has selected AT&T as long distance provider. AT&T has agreed to pay 10% of the gross revenue for select types of long distance calls which is expected to net the City between $4,000 and $5,000 per year. The agreement also allows for cancellation with 30-days notice. Background Approximately 140 coin phones are located on City property. When the phones were installed by Southwestern Bell , they selected AT&T as the Inter LATA long distance provider. On October 14, 1988, U.S. District Judge Harold Green ruled that AT&T's com- petition be given consideration by allowing the phone customers to select the long distance Inter LATA provider. Action Taken There are dozens of companies offering this service and several contacted the staff about becoming our service provider in this area. While other providers offered as much as 14% of gross, staff has selected AT&T as provider for the following reasons: (1) AT&T is the only regulated long distance provider, thus, the FCC establish minimum standards. (2) The current provider, AT&T, gives excellent service. (3) AT&T has high quality billing practices. (4) Should another long distance provider be selected for the pay phones, City communications staff would have no way of evaluating the quality of service.
