I. Affirmative Action
Work began with Criterion, Inc., to create the groundwork for our new Affirmative
Action planning system. Job titles for the past three years were researched and
updated. A dummy tape was produced and a meeting held to agree upon data and
format requirements.
II. Promotions/Reclassifications
There were 159 promotions and reclassifications in the first quarter; twenty-nine
percent went to females and thirty-nine percent went to minorities. This involved
46 women, 40 Blacks and 20 Hispanics. Notable actions included the promotion
of Lonnie Munoz (HM) to Clerk of the Municipal Court/Assistant Department Head.
III. EEO/AA Training
In the first quarter of FY 88-89, 338 supervisors of all levels, in all departments,
attended twelve hours each of training in affirmative action and equal employment
opportunity. The total hours of training amount to 4,056 hours; half of the projected
participants have now gone through the program. This represents a significant
oph, investment on the part of the City insuring that its supervisors are knowledgeable
of applicable laws and City procedures.
IV. City Work Force Composition
The City of Fort Worth continues to show gains in its overall workforce
representation of minorities of women over the last four years. However,
percentages for Blacks and women are down slightly from one year ago, while
Hispanic employment is slightly up.

The following attachments have been prepared and are updated quarterly.
Attachment No. 1 - Work Force Racial, Ethnic, and Gender Representation.
The figures in this attachment include General Fund, Grant Funded, and JTPA
funded positions.
Attachment No. 2 - Work .Force Racial, Ethnic, and Gender Representation Excluding
Civil Service Personnel in EEOC Categories 1, 2 and 3.
Due to the especially large proportion of Civil Service Personnel in the City's work
force (approximately 30%) and the uniquely restrictive employment criteria that
these positions are under, this attachment is provided to present a more accurate
picture of the City's work force composition.

areas in the work force where concerted affirmative action efforts need to be
made.

attachment. General Fund, Grant Funded, and JTPA funded positions are included
in these figures.

of January 9, 1989) to the availability of these groups as determined by the
Department of Labor ' s 8 Factor Availability formula. According to the EEOC's
Affirmative Action Guidelines , an employer ' s work force composition should
reflect the availability of protected class members in the appropriate civilian
labor force.
