HomeMy WebLinkAboutIR 7365 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7365 To the Mayor and Members of the City Council March 16, 1989 Subject: WATER CONSERVATION PLAN The City is presently in the process of applying for wastewater system loan funds from the Texas Water Development Board (TWDB). The loan application must be submitted to the TWDB by March 15, 1989, and a public hearing is required on the facilities plan portion of the application. The public hearing has been scheduled for March 14, 1989. Application requirements under the State Revolvino Loan Fund include submittal of a water conservation plan, and TWOB approlval of the plan before a loan can be made. The City Council previously authorized the City Manager to submit a loan fund application on November 1, 1988 (M&C C-11266). A copy of the Fort Worth Water Conservation Plan, approved by City Council Resolution on July 28, 1987 was submitted to the TWDB for their review and approval . Modifications and additions to the plan that pertain to meter testing and repair, requirements for water-conse rvi ng plumbing devices, drought contingency trigger conditions and contracts with other political subdivisions were requested by the TWDB. The staff has proposed modifications to the TWDB, and they were conditionally approved, subject to City Council approval . Proposed changes to the 1987 Water Conservation Plan are summarized as follows: 1. Wholesale water customers are encouraged to require the use of water conservation measures. 2. Wholesale water customers will be required to adopt and implement water conservation and drought contingency programs in accordance with their 3. Water meters will be tested for accuracy with test periods and goals for testing specified. 4. The water rates of the plan have been updated to reflect the current rate structures. 5. Requirements for water conserving plumbing devices will be pursued on a regional basis with the North Central Texas Council of Governments being asked to draft model plumbing ordinance revisions. 6. A notification method for drought trigger conditions is proposed for wholesale customers. 7.
