HomeMy WebLinkAboutIR 7364 INFORMAL REPORT TO CIT'ZOUNCIL MEMBERS No.7364 g.1 To the Mayor and Members of the City Council Maxch 7, 1989 Subject: AIR QUALITY UPDATE BACKGROUND In December, 1987, the Texas Air Control Board in cooperation with local leaders from Fort Worth and Dallas, submitted to the Environmental Protection Agency (EPA) an Interim State Implementation Plan (SIP) showing ozone attainment for this region by 1992. Mr. Lee Thomas, EPA Administrator, notified the Mayors from both Fort Worth and Dallas that he would delay sanctions due to the cooperation shown by all parties and the adoption of specific programs as outlined in the Interim SIP. In the February 9, 1989, issue of the Federal Register, EPA stated "Based on the subsequent efforts and cooperation put forth by the State of Texas, and the additional control measures and commitments in the Post-82 Interim SIP, EPA today defers the proposed finding that Texas did not adequately revise its Post-82 SIP and thus defers the proposed sanctions , pending successful and timely completion of each of the commitments outlined in the Post-82 Interim SIP." EPA also states that despite deferral of sanctions, additional SIP revisions will be required for the Dallas/Fort Worth area in accordance with the May 26, 1988, Post-87 SIP call . The metropolitan area has begun to- meet these requirements by developing an updated emission inventory and revising the Volatile Organic Compound (VOC) regulations in the Texas Air Control Board Rule 115 in accordance with EPA's guidance document. EPA is proposing to approve the stationary source VOC regulation revisions associated with the initial Post-82 SIP and the Interim SIP to the extent that they represent an improvement over the previously approved regulations. The rule revisions , however, do not in all cases constitute Reasonable Available Control Technology (RACT) as required in the SIP call areas and are not being proposed for approval as RACT. The notice also proposes to approve the commitments to the gasoline volatility program. The commitments related to the Inspection and Maintenance (I/M) program, the commitments to the Transportation Control Measures (TCM) , the contingency provisions, and the schedules for the VOC regulation revision and I/M program submitted as part of the Post-82 Interim SIP. EPA, however, is not recommending approval of the pollution control strategy as a whole since the modeled required reduction reflected in the Interim SIP was based on the 1983 emission inventory.
