AMENDMENT No . 5
TO CITY SECRETARY CONTRACT No. 52517
WHEREAS, the City of Fort Worth (CITY) and CDM Smith Inc., (ENGINEER)
made and entered into City Secretary Contract No. 52517, (the CONTRACT)
which was authorized M&C C-29181 on the 25 day of June, 2019, in the amount
of $192,600.00; and
WHEREAS, the CONTRACT was subsequently revised by: Amendment No.1 in
the amount of $97,448.00 authorized administratively on May 29, 2020,
Amendment No.2 in the amount of $141,740.00 authorized by M&C 21-0540 on
August 3, 2021, Amendment No.3 in the amount of $99,500.00 administratively
authorized on November 2, 2022, and Amendment No.4 in the amount of
$904,827.00 authorized by M&C 24-0077 on January 23, 2024; and
WHEREAS, the CONTRACT involves engineering services for the following
project:
Westside Water Treatment Plant Plate Settler Expansion, CPN 102052;
and
WHEREAS, it has become necessary to execute Amendment No. 5 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement, which
amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in proposal attached hereto and incorporated
herein. The cost to City for the additional design services to be performed
by Engineer totals $99,420.00.
2.
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $1,535,535.00.
3.
All other provisions of the Contract, which are not expressly amended
herein, shall remain in full force and effect.

CDM Smith was requested to evaluate, design, and provide bidding services for extending the existing
30-inch pipeline ("WS-IV pipeline") to convey finished water from the Westside Water Treatment Plant
(WSWTP) high -service pump station (HSPS) to the WS-IV pressure plane at the southwest corner of the
WSWTP property. From that point, others will extend the WS-IV pipeline westward to distribution
system within the Old Weatherford Road future right of way. We request an amendment to our current
contract for performing these additional services. The attached scope of work provides a more detailed
explanation for these additional services. Also attached is our fee proposal table developed for the
additional scope of work.
The requested fee for the above work is $ 99,420. This fee is broken down as follows:

WESTSIDE WATER TREATMENT PLANT PLATE SETTLER EXPANSION
PROJECT 102052
AMENDMENT NO.5 - WS-IV FINISHED WATER PIPELINE EXTENSION
BACKGROUND
CDM Smith (ENGINEER) contracted with the City of Fort Worth (CITY) for the Westside Water
Treatment Plant (WSWTP) Plate Settler Expansion Project. The initial scope of work included
development of design for adding additional plate settlers to the three sedimentation basins and
the WSWTP to expand their capacity from the existing 15 MGD capacity to 18 MGD.
Amendment No.1 to the contract was executed to provide additional design for the addition of
Filter No. 5 and any coordination of changes related to the membrane addition procured by the
CITY directly. Amendment No. 1 also included design services for the following items:
Replace the existing raw water transit time meter and flow control valve with magnetic
flow meter for better accuracy,
• Provide an additional membrane feed pump with variable frequency drive, and
• Relocate the potable water sample point following the clear well storage tank.
Amendment No. 2 provided for an on -site resident project representative, supported as needed
by senior technical staff, for the original 56 week (13 month) contractual construction period.
Amendment No. 3 provided for additional engineering services during construction, project
management, and on -site RPR for an additional 48 weeks through the projected construction
completion date of November 2023. Amendment No. 4 provided for additional scope of work
and engineering fee to perform design and construction phase services for expanding the
WSWTP capacity from its current capacity to 24 MGD in two stages: first by re -rating the plant
capacity of 20 MGD and second by completing construction of improvements to increase the
overall plant production capacity to 24 MGD.
This proposal for Amendment No. 5 requests authorization for additional scope of work and
engineering fee to evaluate, design, and provide bidding services for extending the 30-inch
pipeline ("WS-IV pipeline') to convey finished water from the WSWTP high -service pump
station (HSPS) to the WS-IV pressure plane at the southwest corner of the WSWTP property.
From that point, others will extend the WS-IV pipeline westward to the west areas of the
distribution system within the Old Weatherford Road future right of way.
The additional scope of work and engineering fee proposed herein will cover the following
work:
1. Complete a conceptual evaluation up to three (3) options for routing the WS-IV pipeline
extension from the HSPS discharge to southwest corner of the WSWTP site and provide
a recommendation of the route that provides best value to the CITY. Options to be

evaluated are generally as follows:
a. Option #1: Extend the proposed 36-inch WS-IV pipeline from the existing blind
flange located near the northeast area of the plant to the point of termination
near the southwest corner of the plant around the south perimeter of the plant.
This route would approximately involve an 1,800 linear foot (L.F.) extension.
b. Option #2: Extend the proposed 36-inch WS-IV pipeline from the existing HSPS
discharge header and proceed to the west between the HSPS electrical building
and the power utility (Oncor) meter to the point of termination near the
southwest corner of the plant. This route would approximately involve an 800
L.F. extension and a new meter vault.
c. Option #3: Extend the proposed 36-inch WS-IV pipeline from a new tee
downstream of the existing WS-IV pipeline meter vault to the point of
termination near the southwest corner of the plant. This will involve an
approximate extension length of up to 800 L.F. extension if the line needs to go
around the existing stormwater pond located on the southwest area of the site.
2. Perform design/contract document preparation and bidding services for
implementation of a project for extending the WS-IV pipeline based on the routing
selected in conceptual evaluation.
SCOPE OF WORK - BASE SERVICES
The scope of work presented below describes the additional base services included in this
Amendment No. 5.
Task P1- WS-IV Extension Evaluation
ENGINEER will complete a conceptual level evaluation of the three routing options described
above. The evaluation will include:
• A summary description and figure plan of the existing WS-IV pipeline extension route
options.
Comparison of the three options based on estimated construction cost, ease of
installation/constructability challenges, and potential plant disruptions during
construction.
The conclusions of the evaluation and ENGINEER's recommendation for routing of the WS-IV
extension will be summarized in a Draft Technical Memorandum (TM) for CITY review.
ENGINEER will conduct a one -hour virtual conference call meeting to present and review the
findings and recommendations and obtain CITY comments. Following the review, ENGINEER
will revise and finalize the TM to address CITY comments as appropriate.
Task P1 Assumptions:
• No water distribution system hydraulic analysis of the WS-IV pressure plane will be
completed under this amendment's work. It is assumed that the WS-IV pipeline
extension pipe will be of the same pressure class of the existing pipeline. If the
design criteria of the extended pipeline need to change, it is assumed that updated

working and surge pressure information will be provided by the CITY for pipe
specification.
• Opinions of probable construction costs presented in the TM will be a Class 5
estimate as defined by the Association for the Advancement of Cost Engineering
International (AACEI) standards.
Task P1 Work Products:
• Draft Technical Memorandum (electronic .pdf format)

Task P2 - Final Design and Final Construction Documents
Upon finalization of the Task 1 TM and confirmation of pipeline routing, ENGINEER will
develop the WS-IV pipeline extension design documents (plans and specifications) for submittal
to TCEQ for approval and for bidding of the work to general construction contractors.
ENGINEER will prepare construction documents as follows:
• Draft final (90% level) plans and specifications will be submitted to CITY.
• The ENGINEER will submit a final design estimate of probable construction cost with the
90% design package. This estimate will be Class 2.
• Following a 90% construction document review meeting with the CITY, the ENGINEER will
capture comments and prepare and submit 100% level construction documents to the CITY.
• ENGINEER will submit the 100% set of construction documents to TCEQ for review and
approval to construct.
Task P2 Assumptions:
• It is assumed that a 30% and 60% design level set of plans and specifications will not
be necessary due to the limited project scope and to expedite completion schedule.
Once the CITY approves the pipeline alignment provided in the TM, proceeding to
completing 90% design is adequate.
• Site plan drawings will be developed through use of the existing WSWTP site CADD
drawings. These drawings are of 2 dimension -type (21)). It is assumed that
development of new Civil 3D models and drawings will not be necessary.
• The existing site plan drawings will be updated through topographic survey of the
corridor within which the WS-IV pipeline extension will be routed. Survey work is
described below under Special Services.
• The existing site plan drawings will be updated through a subsurface utility
evaluation (SUE) of the corridor within which the WS-IV pipeline extension will be
routed. SUE work is described below under Special Services.
• No geotechnical borings or field investigations are expected for this work.
ENGINEER will use previous geotechnical information developed for previous plant

design.
The improvements will include a pipeline extension and fittings for interconnection
to the existing piping at the point of connection and termination. No additional
facilities or improvements are included in the Base Services scope.
• The anticipated list of drawings includes the below sheets. This may vary depending
on the routing option selected.
o Cover Sheet, including project location map and list of drawings
o Legends/Abbreviation/General Notes
o Key Map
o Pipeline Plan and Profiles (up to three total)
o Pipe Installation and Site Restoration Details (up to three total)
Task P2 Work Products:
0 Updated opinion of probable construction cost (OPCC) at 90%, and 100%. Submittals
(electronic .pdf format).
• 90% review meeting summary (electronic .pdf format)
Task P2 Deliverables
• 90% construction plans and specifications (electronic .pdf format).

Task P3 - Bid Phase Services
ENGINEER will support the bid phase of the project by providing the following services:
During the Bidding Phase of the Project, ENGINEER will provide the following engineering
services:
• ENGINEER will attend a pre -bid meeting at the WSWTP site with potential bidders
0 ENGINEER will provide necessary interpretations and clarifications of contract
documents from bidders during the bidding phase. If necessary, such clarifications will
be included in Addenda. Up to one addendum is assumed.
• Engineer will attend Bid Opening, and review and tabulate bids received and provide a
summary of tabulation and any informalities noted for CITY's consideration in for
recommendation of award of construction contract.
• ENGINEER will prepare conformed documents for the construction project,
incorporating addenda items into the drawings and specifications.

Task P4 - Construction Phase Services (Not included)
SCOPE OF WORK - SPECIAL SERVICES
Task P2.A - Land Surveying
A topographic land survey of the corridor within which the WS-IV pipeline extension will be
routed will be performed to locate visible site features (e.g., fences, structures, roads, parking
areas, signs), aboveground utilities, overhead power lines, and drainage structures, and to
identify existing ground elevations and key elevations of structures. The survey work will also
locate horizontally, and vertically underground utilities identified by SUE work. The survey
will include a 50 L.F. wide corridor along the conceptual pipeline alignment.
An allowance of $5,000 is proposed for land surveying work is assumed to the proposed
compensation for this task.
Task P2.A Assumptions:
Special Services for Land Surveying do not include development of survey plats
and/or meets -and -bounds documents to obtain easements or any construction
permits. It is assumed that construction within the WSWTP site, which belongs to
the CITY, will not require such plat.
Task P2.A Work Products:
• The topographic survey will be issued in an electronic CADD file compatible with
Autodesk/AutoCAD products and will be used to develop the pipeline plan and
profile sheets. For the site grading plan drawing, the topographic survey will be
integrated into the exiting grading plan available from the existing WSWTP site
CADD drawings.
Task P2.B - SUE
The scope of subsurface utility evaluation (SUE) services that are performed will be completed
at Quality Level A, as defined by Standard Cl /ASCE 38-02. The limits where SUE services will
be provided will coincide with the limits of topographic land surveying along the corridor of
the WS-IV pipeline extension. The located utilities will be surveyed to the project control. This
approach is useful to address the challenges caused by inaccurate record drawings, abandoned
and unrecorded subsurface facilities, and lost references. The information gained from the SUE
will help facilitate decisions regarding the location of new facilities to help avoid conflicts with
existing subsurface utilities and structures during future construction efforts.
An allowance of $5,000 is proposed for SUR work is assumed to the proposed compensation for

this task based on assumptions of up to five pot holes locations of existing utilities.
Task P2B Assumptions:
• It is assumed that at least one location point will be completed by SUE for each
underground utility that is identified and that potentially crosses or is near the WS-
IV pipeline extension corridor. At the discretion of the ENGINEER, two points may
be identified for certain utilities.
Task P2B Work Products:
The SUE findings will be issued in an electronic CADD file compatible with
Autodesk/AutoCAD products and will be used to develop the pipeline plan and
profile drawings.
Task P2.0 - Additional Services
In the event that additional work is identified as being required to fully implement the WS-IV
pipeline extension during execution of tasks P1 and P2, such as the need for an additional flow
meter facility, additional piping for interconnection, tunneling, or additional field
investigations, a contingency allowance of $10,000 has been assumed for this additional work.
This work would be added to the Task P2 work products and deliverables. If this additional
work is required, ENGINEER will prepare an estimated level of effort for approval by the CITY
prior to utilization of this Additional Services allowance. If the funding provided by this
allowance is not sufficient, it is assumed that further Additional Services funds will be required
prior to completing that work.
COMPENSATION
The total requested amount of this proposed Amendment No. 5's work is as follows:
• $79,420 for Base Services per attached Fee Development Spreadsheet.
• $20,000 for Special Services work.
The Labor Rate Schedule shall be the below updated schedule that includes 2024 and 2025
hourly billing rates.

The above services are anticipated to be completed following the below schedule.
• Delivery of draft TM that evaluates the WS-IV pipeline extension options: 45 calendar
days after receiving notice to proceed (NTP) from CITY.
• Delivery of 90% design level package: 100 calendar days after receiving comments from
CITY on 30 % deliverable.
• Delivery of 100% design level package: 21 calendar days after receiving comments from
CITY on 90 % deliverable.
