HomeMy WebLinkAboutIR 7358 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7358 ��STr�se `oEEOAT� To the Mayw and Members of the City Council February 28, 1989 z Subject: IMPACT OF UNDERGROUND STORAGE TANK REGULATIONS ON CITY OF FORT WORTH FACILITIES Effective December 22, 1988, the U.S. Environmental Protection Agency (EPA) finalized new regulations for underground storage tanks (UST) which contain either petroleum or certain hazardous substances. The regulations were developed because it was found that a significant percentage of tanks leak and threaten to contaminate groundwater. The new regulations require affirmative steps for modernizing tank systems, monitoring and responding to releases, and notifying EPA in the event of a confirmed or suspected leak. They also require tank owners and operators to properly design and construct systems, protect them from corrosion, provide for spill and overflow protection, and to operate a leak detection system. These tanks are located at fifty-four different sites and were installed between 1950 and 1987. Thirty-three storage tanks are located at Equipment Services Division service centers, fifty-three storage tanks are located at fire stations, and the remaining tanks are located at Aviation, Park and Recreation, and Electronics Division facilities. Depending on the age of the tank, the underground storage tank regulations require that retrofitting, replacement, and/or other action be initiated O1'. by December 1989 and be continued through December 1998 until all existing tanks are provided with leak detection, corrosion protection, and spill and overfill protection. All new tanks must provide for such protection. In retrofitting and/or replacing tanks and piping, any contamination found will also have to be cleaned up. ISSUED BY THE CITY MANAGER FORT WORTH,TEXAS INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7358 Page 3 op, '' 13x1° To the Mayor and Members of the City Council February 28, 1989 Suboct: IMPACT OF UNDERGROUND STORAGE TANK REGULATIONS ON CITY OF FORT WORTH FACILITIES Because of the extent and complexity of the problem, it is believed that the City should contract with an outside engineering and consulting firm with extensive knowledge and experience in this field to: (1) inventory the City's underground storage tanks, (2) develop a program and schedule that will enable the City to comply with the underground storage tank regulations, and (3) provide on-site supervision and inspection for retrofitting and/or replacement of tanks and piping and any testing and cleanup associated with leaks and contamination. If the City Council concurs, staff will proceed to develop a request for proposal to obtain these services.
