Subject: IMPACT OF UNDERGROUND STORAGE TANK REGULATIONS ON
CITY OF FORT WORTH FACILITIES
Effective December 22, 1988, the U.S. Environmental Protection Agency (EPA)
finalized new regulations for underground storage tanks (UST) which contain
either petroleum or certain hazardous substances. The regulations were
developed because it was found that a significant percentage of tanks leak
and threaten to contaminate groundwater. The new regulations require
affirmative steps for modernizing tank systems, monitoring and responding
to releases, and notifying EPA in the event of a confirmed or suspected leak.
They also require tank owners and operators to properly design and construct
systems, protect them from corrosion, provide for spill and overflow
protection, and to operate a leak detection system.
The following indicates minimimum requirements and specific deadlines provided
for in the UST regulations:
Leak Detection
New Tanks * Monthly monitoring*
2 choices * Monthly Inventory Control and Tank Tightness Testing
Every 5 Years (You can only use this choice for
10 years after installation)
Existing Tanks * Monthly monitoring*
3 choices * Monthly Inventory Control and Annual Tank Tightness
(see deadline chart) Testing (This choice can only be used until December
1998)
New i Existing * Automatic Flow Restrictor *Annual Line Testing
Pressurized Piping * Automatic Shutoff Device -and- *Monthly Monitoring*
choice of one from • Continuous Alarm System (except automatic
each set tank gauging)
New i Existing * Monthly Monitoring* (except automatic tank gauging)
Suction Piping * Line Testing Every 3 Years
3 choices • No Requirements (if the system has the
characteristics described in the final regulations)
Corrosion Protection
New Tanks * Coated and Cathodically Protected Steel
3 choices • Fiberglass
• Steel Tank clad with Fiberglass
Existing Tanks * Same Options as For New Tanks
4 choices • Add Cathodic Protection System
* Interior Lining
• Interior Lining and Cathodic Protection

The City of Fort Worth has one hundred eleven underground storage tanks that
range in capacity from 275 to 25,000 gallons. These tanks are located at
fifty-four different sites and were installed between 1950 and 1987.
Thirty-three storage tanks are located at Equipment Services Division service
centers, fifty-three storage tanks are located at fire stations, and the
remaining tanks are located at Aviation, Park and Recreation, and Electronics
Division facilities.
Depending on the age of the tank, the underground storage tank regulations
require that retrofitting, replacement, and/or other action be initiated
O1'. by December 1989 and be continued through December 1998 until all existing
tanks are provided with leak detection, corrosion protection, and spill and
overfill protection. All new tanks must provide for such protection. In
retrofitting and/or replacing tanks and piping, any contamination found will
also have to be cleaned up.

Suboct: IMPACT OF UNDERGROUND STORAGE TANK REGULATIONS ON
CITY OF FORT WORTH FACILITIES
Because of the extent and complexity of the problem, it is believed that
the City should contract with an outside engineering and consulting firm
with extensive knowledge and experience in this field to: (1) inventory
the City's underground storage tanks, (2) develop a program and schedule
that will enable the City to comply with the underground storage tank
regulations, and (3) provide on-site supervision and inspection for
retrofitting and/or replacement of tanks and piping and any testing and cleanup
associated with leaks and contamination.
If the City Council concurs, staff will proceed to develop a request for
proposal to obtain these services. Funding and other more specific informating
concerning this project will be provided after proposals are received and
reviewed.
