Subject: PROGRESS ON NEW CITY ANINAL CONTROL CENTER
Background:
Efforts have been made since 1985 to find an acceptable approach
to the construction of a new animal control center that would
replace the current , inadequate forty year old facility. In 1985
a plan for an 18,000 square foot , $1 . 4 million facility was
developed; however City Council determined that this should not
be included as a component of the last bond election. Since that
time no acceptable alternative has been found. On October 6,
1987 , the City Council instructed staff to develop an RFP for a
lease-purchase facility. Subsequently, it was determined that
the RFP could not -be issued until a facility design was
completed.
During the summer of 1988, a Council Committee on Animal Control
Facilities consisting of Councilmembers Lancaster, murrin, and
Gilley was established. Ramon Guajardo, Brooks Taylor, and
D'Metria Benson provided staff support . The committee instructed
staff in August of 1988 to authorize the T/PW
architect-on-retainer (Wadkins & Associates) to prepare a
preliminary design for a facility which would be smaller than the
original 1985 proposal . These preliminary plans were completed
OP,k in mid-November and presented to the Council Committee on January
3 , 1989 .
The plans called for a two building complex containing 10 ,216 net
square feet at an estimated cost of $847 ,500. That facility
would replace the current facility but would have no capacity for
additional animals . The committee instructed staff to develop a
phase 2 plan which would double the capacity for large and medium
dogs. The phase 2 plan subsequently developed by Wadkins and
Associates has a cost of $1 .0 million and provides for an
additional 12,352 square feet .
Staff will be requesting, at a future meeting, City Council
approval of an M&C to authorize a contract to develop the
detailed architectural design for the animal control center.
This will be presented next week if this approach meets Council
approval .
The committee also instructed staff to develop a list of
potential sites based on available City property. Six locations
were examined using a grading matrix developed by Wadkins and
Associates .
Staff requests guidance from the City Council regarding the
potential sites of the Animal Control Center.
