Subject:
EAST FIRST STREET LANDFILL EXTENSION
Waste Management , Inc. has requested the City of Fort Worth
extend the operation of the East First Street Landfill for three
years with a one year option. The original contract required
Waste Management to stop taking in waste on June 30, 1989 and
turn the property over to the City by January 1, 1990 . In order
to allow for additional discussion on this request , the City
Council , on January 31 , 1989,( M&C C-11439), approved a one month
extension on both of the dates listed above.
As requested by the City Council , the staff will negotiate a
contract with Waste Management to extend the operation of the
landfill to include the following terms :
1 . The length of the new contract will be for three years
with a one year option.
2 . Waste Management will guarantee that the contours and
landforms necessary for the development of Phase IV of
Gateway Park as originally designed would be completed.
3 . Waste Management would pay the City $750,000 over the
three year period of the contract .
4 . The new contract would also allow the city to continue
dumping in the East First Street Landfill for the dura-
tion of the contract .
Other details of the contract will be developed and presented to
the City Council for its consideration.
Unless otherwise directed, the staff will place this item on the
February 21 , 1989 City Council agenda as a public hearing. This
will allow citizens to provide input to the City Council on the
matter . Following the public hearing, an M&C outlining the terms
of the landfill contract will be placed on the February 28 , 1989
agenda for Council consideration.
It should be noted that the Amon Carter Foundation is also a
party to this agreement and would have to approve an extension
of the landfill operation.
Should the Council desire additional information on this matter,
it will be provided upon request.
