'INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7 352 To the mayor and Members of the City Council February 7, 1989 Subject: FIFTEEN ADDITIONAL POLICE TRAINEES The Police Department maintained an actual strength of 978 as of December 31, 1988, thirteen positions below full authorized strength. The latest civil service attrition projections indicate that the department will remain significantly below authorized strength unless the next training class size is increased. The 1988-89 adopted.budget includes funding for one class of twenty trainees who will graduate in the summer of 1989. A recent analysis shows that twenty trainees will leave the department short of its pipeline concept goals. Although the attrition rate dropped from 3.75 per month in 1986 to 3.16 per month in 1988, the downward trend should not continue. Conservative estimates for 1989 show at least ten retirements during the year; resignations have remained relatively constant, dropping slightly from twenty-two in 1986 to twent'y in 1988. At this time, the city staff agrees that fifteen additional trainees will enable the department to remain close to authorized strength by the end of the fiscal year. The department will continue monitoring the attrition rate throughout the next several months and make any necessary adjustments to the final number of trainees. FINANCING The large number of vacancies creates salary savings throughout the department. Current projections indicate salary savings will total approxi- mately $275,000 by the end of the fiscal year. The cost of adding fifteen trainees to the next class will be $241,024 during fiscal year 1988-89. The Police Department will not require additional financing to increase the trainee class size.
