X Subject: Status Report on Implementation of False Alarm Ordinance
Amendments
On January 1 , 1989, amendments to the False Alarm Ordinance
adopted by the City Council on July 26, 1988, went into ef-
fect . Among the key ordinance amendments was the provision
which required operators of residential alarm systems to ob-
tain permits for systems that have experienced a false alarm
notification. A $15 .00 two year permit would be required.
During presentations to the City Council , staff mentioned
that modifications to the computer program which facilitated
the enforcement of the original alarm ordinance might not be
completed prior to January 1, 1989. Those modifications have
been made and the program is up and operational .
Less than two dozen residential system operators have opted
to acquire permits before being required to do so under the
ordinance. These operators are able to then take advantage
of the 60 day grace period granted by the ordinance.
01h, During the last fiscal year, the number of false alarms in-
creased by 18 . 2%. Commercial false alarms increased by 2 . 2%
or 391 alarms, while residential false alarms grew by 47 . 1%
of 5,142 alarms.
In I .R. -7290 provided to the City Council on June 7 , 1988 ,
staff projected a 12 .7% increase in total false alarms. Com-
mercial false alarms exceeded projections by 642 alarms,
while residential alarms grew by more than 5,142 alarms, some
1300 more than anticipated. Staff will update the Council
regularly on the effect of the ordinance on false al iiins
throughout the year.
