x Subject: Fourth Quarter-Affirmative Action Status Update
I. Affirmative Action
The new Affirmative Action Planning system was researched and put out to bid
this quarter. Council selected Criterion, Inc. in September to assist the Personnel
Department in the production of City Affirmative Action plans. Through their
software and consultants we will have more accurate availability numbers that
are specific to job families rather than the broad EEO categories currently in
use.
II. Promotions/Reclassifications
There were 84 promotions and reclassifications in the fourth quarter, 37% went
to women and 48% went to minorities. This involved 31 women, 25 Blacks and
13 Hispanics. Notable actions included the promotion of Yolanda (Jodi) Eubanks
(HF) and Willa Lister (BF) to Assistant to the City Manager as part of the
Management Rotation program. Others brought into the program and transferred
were Helen Crowder (BF) from Personnel to Water and Ann Bracey (WF) from Library
to Personnel.
III. EEO/AA Training
July, August, and part of September were spent on the final phases of the training
program, editing EEO video tapes, developing, writing and printing participant
workbooks. Fifteen employees from the Personnel Department participated in
a pilot project in mid September. A Train-the-Trainer session was held later in
the month. The project was officially implemented on September 29th with a two
day workshop involving 25 employees.
IV. City Work Force Composition
The City of Fort Worth showed solid gains in its overall workforce representation
of women and minorities during the fourth quarter.
October 1985: Black 21.9%
Hispanic 9.4%
Women 23.8%
October 1988: Black 23.1%
Hispanic 10.8%
Women 26.3%
Net Change: Black +1.2%
Hispanic +1.4%
Women +2.5%

The following attachments have been prepared and are updated quarterly.
Attachments No. 1 - Work Force Racial, Ethnic, and Gender Representation.
The figures in this attachment include General Fund, Grant Funded, and JTPA
funded positions.
Attachment No. 2 - Work Force Racial, Ethnic, and Gender Representation
Excluding Civil Service Personnel in EEO Categories 1,2, and 3.
Due to the especially large proportion of Civil Service Personnel in the City's
work force (approximately 30%) and the uniquely restrictive employment criteria
that these positions are under, this attachment is provided to present a more
accurate picture of the City's work force composition.
Attachment No. 3 - Work Force Incumbency v. Availability Percentages by EEO
Category.
This table provides a quick overview of the City's entire work force and identifies
areas in the work force where concerted affirmative action efforts need to be
made.
Attachment No. 4 - Departmental Racial, Ethnic, and Gender Composition by
EEO Category.
Actual incumbency for each department by EEO category is provided in this
attachment. General Fund, Grant Funded, and JTPA funded positions are included
in these figures.

Work Force Incumbency V. Availability Percentages by EEO Category
The Table below provides a comparison of City minority and women incumbents (as
of October 3, 1988) to the availability of these groups as determined by the
Department of Labor's 8 Factor Availability formula. According to the EEOC's
Affirmative Action Guidelines , an employer' s work force composition should
reflect the availability of protected class members in the appropriate civilian
labor force.
