Subject APPOINTMENTS TO TARRANT APPRAISAL DISTRICT APPRAISAL
REVIIV-BOARD - ----------------
The Tarrant Appraisal District Appraisal Review Board consists of
twenty-five members appointed by the TAD Board of Directors. Thirteen of
these positions have terms expiring December 31, 1988, and the remaining
twelve expire on December 31, 1989. On December 9, the Board of Directors
will be considering appointments for the thirteen expiring terms.
The City Council has previously expressed a desire for opportunity to
provide input to the Appraisal Review Board appointment process. Attached
is information for your consideration.
ATTACHMENT 1, is a copy of the applicable section (Sec. 6.41) of the Texas
Property Tax Code concerning the ARB.
ATTACHMENT 2, provides a list of the full membership of the existing ARB.
ATTACHMENT 3, lists the incumbent members whose terms are expiring, along
with a summary of their qualifications. All thirteen are candidates for
reappointment.
ATTACHMENT 4, lists individuals not currently members, but who have made
requests to be considered as candidates. Resumes and letters of
recommendation received by TAD are also attached.
So that the City's representative on the TAD Board of Directors might
support any recommendations of the City Council, the Council's input is
needed by staff on December 8. The staff will relay this information prior
to the TAD Board Meeting on Friday, December 9.

Sec. 6.30 Property Tax Code
Subchapter C. Appraisal Review Board
Sec. 6.41. Appraisal Review Board. (a) The appraisal review
board is established for each appraisal district.
(b) The board consists of three members.However,the district
board of directors by resolution of a majority of its members may
increase the size of the appraisal review board to not more than
nine members or,in a district established for a county with a popu-
lation of at least 250,000, to not more than 15 members or, in a
district established for a county with a population of at least
500,000,to not more than 30 members.
(c) To be eligible to serve on the board,an individual must be
a resident of the district and must have resided in the district for at
least two years. A member of the appraisal district board of direc-
tors or an officer or employee of the State Property Tax Board,the
appraisal office,or a taxing unit is ineligible to serve on the board.
(d) Members of the board are appointed by resolution of a
majority of the appraisal district board of directors. A vacancy on
the board is filled in the same manner for the unexpired portion of
the term.
(e) Members of the hoard hold office for-terms of two years
beginning January 1. The appraisal district board of directors by
resolution shall provide for staggered terms,so that the terms of as
close to one-half of the members as possible expire each year. In
making the initial appointments,the board of directors shall desig-
nate those members who serve terms of one year.

I just learned that the Board of Directors of the
Tarrant Appraisal District did not select me to serve
on the Review Board at this time. I respect their
decision but am disappointed that I was not asked to
serve. I am interested in being considered the next time
it is necessary to replace or add Review Board members.
I feel that my business experience fully qualifies me
to serve on this Board. I spent 26 years with Monsanto
Chemical Company in management and was involved with
property values for a large portion of that time. I
have also been involved with several commercial joint
ventures involving real estate here in Texas.

I appreciate your letter and a copy of the Agenda for a special Board
Meeting to be held next Friday. I will not be able to attend the meeting
as I will be attending a Training Executive Course from 8:30 a.m. to
r. 5:00 p.m. that day. Thank you for consulting me; I am always
interested in the quality of the Appraisal Review Board.
I am not personally acquainted with any of the applicants other than Tom
Crawford. -I certainly feel that Tcai is qualified for the position, and
would be an effective member of the Board.
The other applicants have impressive resumes, and I am confident that
all would be satisfactory additions to the Appraisal Review Board.
Thank you for keeping me informed concerning meetings and matters of
importance involving the Tarrant Appraisal District. I have been unable
to attend any of the regular meetings thus far, but hope to in the

We appreciate you expressing interest in a position on our
appraisal review board. The information you saw in the news-
paper is sadly out-of-date since the board has its full com-
plement of twenty-three persons at this time. However, that
condition is always subject to change if someone should decide
to resign.
Our board of directors appoint members to the appraisal review
board. They receive recommendations from the taxing units
they represent. We, the staff of the Tarrant Appraisal District,
are actually very little involved in the selection and appoint-
ment process.
Anyone interested in serving on the appraisal review board
should contact the governing body/bodies of various taxing
units to receive their support. The governing body would then
in turn make a recommendation to our board of directors when a
vacancy occurred which needed to be *filled.

Served as Acting City Manager for several months before
officially assuming the duties of City Manager. Responsible to
the City Council and citizens of the City of Grapevine as the
Chief Administrator and executive officer of the City for the
administration of all affairs of the City as prescribed by State
law and City Charter. Specific areas of concentration included
budget preparation and recommendations regarding tax rates,
revenues and expenditures; responsible for recruiting, hiring and
removal of all employees; public relations responsibilities
included sustaining the best possible relations with all City,

special studies in needed areas and reports with recommendations
for corrective action; served as personnel manager; received
complaints and took appropriate action relating to taxes, fees,
utility billing, assessments, etc. ; participated in budget
preparation; administered and supervised zoning applications,
subdivision of plats and public facilities contracts; acted as
City Manager in the absence of same; and, negotiated special
contracts, easements and right-of-way acquisitions.

Served the City of Grapevine as City Secretary. Responsible for
records management of all official City documents. Prepared
minutes of all City Council meetings, prepared agendas, answered
inquiries from the public in matters relating to taxes,

responsible for conducting elections, budget preparation, zoning
matters and grant applications. Assisted in accounting of City
funds.

courses in Education Administration. My graduate work was

MILITARY: Served 3 years in U. S. Army Air Force: 18 months overseas-
SE Asia theater. I entered the military service at age 20
and attended airplane mechanics school , electrical specialist
school and received diplomas from each of these military
schools. Later I was given 18 semester hours of college
credit at ET for this schooling. I went Into military combat
with the Introduction of the B-29 bomber as a flying
electrical specialist-gunner. During this time I received the
Distinguished Flying Cross, Four A4r medals, five campaign
cattle citations, and my unit received three Presidential
Unit Citations. My primary responsibility In flight was to
man a gun turret and trouble-shoot any electrical trouble
In the 87 electric motors on the B-29.
WORK
EXPERIENCE: December 5, 1977-May 30, 1987 I served as a full time rural
mail carrier out of the Mansfield Post Office.
August, 1973-December, 1977 I worked within this time as a
real estate salesman associated with Mansfield Realty. I
received my Real Estate Broker license while working here.
Served as a substitute rural mail carrier on a Mansfield
rural route. Served as Municipal Court Judge for about
one-Year--until the new home rule charter was adopted by
citizen vote.
When Mansfield was looking toward becoming a home rule city,
I was selected to serve on the survey committee and later
elected as one of the 15 member committee to draft the home
rule city charter.

I am writing you With regards to recent announcements that there is a vacancy on
the ARB due to the resignation of Leon DeWald and further advisement that there
is consideration of expanding the number of positions on the ARB. Accompanying
that information, we received resumes from several applicants for the position.
Excluded from those considerations, was one Jim Icenhower who was recommended by
oph' the City Council in the last considerations for appointments for the ARB.
The City Council of Mansfield has expressed a serious concern for having a
representative from the City of Mansfield serving on the ARB. We often hear
comments that Mansfield is not represented on the Tarrant Appraisal Review Board.
I would like to reconfirm the request of the City of Council that you please
consider the appointment of someone from the City of Mansfield to serve on the
ARB. As I'm sure you are aware, a number of citizens from Mansfield have
expressed concerns over recent appraisals, and-.I feel representation on the ARB
would assist us in trying to justify the fairness of the process.
Please consider this as you make your appointments and please give favor to the
appointment of a representative who resides in Mansfield. As. we have received
notice today, August 30, that there is an opening, your board will meet prior to
our next City Council meeting (September 12, 1988) . I ask you to please
consider delaying a decision until the Mansfield City Council can come forth
with an applicant for consideration.

Equalization Review Committee which normally meets on call during
June, July, and August each year.
I as 67 years old, married and have been a resident of Fort Worth
for 17 years. I reside at 6001 Wisen Av. ,-Fort Worth, and have lived
at this address since 1970.
In 1970, I retired from the USAF as a Colonel, having served for
30 years as a pilot and commander. On moving to Fort Worth, I subsequently
qualified for a real Estate Salesman's License in March 1971 and have
been in that field as a Salesman and Investor for the last 15 years. I
qualified as a Broker in the mid seventies and performed as a Broker-
Associate with John Utsey Real Estate Co. until July 1987. I now work
as an independent Broker-Investor.

Since 1971, I've owned two apartment complexes, a tri-plea, a duplex
and 10-15 residential rentals (single family residents) and commercial
property.Currently I own 5 single family homes, 2 four plexes, a tri-
plex, as well as out of state property.
I hold a BBA degree from the University of Texas, and a Master of
Education from East Texas University at Commerce, Texas. I have four
sons, three of which own property here in Fort Worth, and am a Deacon
in the Wedgwood Baptist Church.
I have worked in Real Estate Sales on a limited basis for the last
six months therefore feel that I can devote full time to this endeavor
as may be required.
