For many years we have required the removal of underground gas piping from beneath buildings. The expense of bringing piping in accordance with the National Gas Pipeline Safety Act of 1968 , Title 49 , Part 192 and the City of Fort Worth plumbing codes has been a local citizens concern. In Ordinance 09918 Amendments to the Fort Worth Plumbing Code 1985 Edition, in July, 1987 , it was approved and adopted under Section 1211- Gas Meter Location (g) : "The initial installation and any future maintenance of the service piping shall be the responsibility of the serving gas supplier . When service piping is in need of repair or replacement, the serving gas supplier shall do so without charge to the customer except as approved by the City Council through the gas rate structure. However , where the existing gas service piping enters directly under the house beneath the surface of the ground, the owner shall at his/her own expense have a riser installed outside the building and connect the same to existing house piping. " There are approximately 250 , 000 addresses within the corporate limits of Fort Worth. Approximately 112 , 000 of these are residential . The number of residential buildings that have gas meters/lines that are below grade is estimated to be about 2000 or 5 to 10 percent. Below grade gas lines are characteristic of older homes that were built prior to 1948 , or annexed after that date. The Lone Star Gas Company will replace or relocate at their expense mains and service lines in accordance to federal and city standards . The following are examples in which gas meters/lines are replaced or relocated; 1) a gas leak is detected by the company of customer 2) during street projects where new service lines and piping are upgraded 3 ) routine upgrading of piping systems or main �1_ems warrant an upgrade OFFICIAL RECORD Upon identifying a replacement or relocation construction , cultyo ers are contacted by letter by the Lone Star Gas Comapany agleast 'o ek prior to the projected construction date. Replacement or relocation usually occurs on an average of two to three weeks after the initial communique. To the Mayor and Members of the City Council r�xa5 Subject: RELOCATION/INSTALLATION OF GAS METERS Homeowners who choose to relocate their meter at the property line bear no expense. Homeowners who choose to relocate their meter in front of or beside their home bear no expense if the piping is in compliance with city codes and passes the Lone Star Gas hoz pressure test. In cases where the piping lines are not in compliance and/or the piping does not pass the 602 pressure test, it is the homeowners responsibility and expense to bring the piping into compliance with city plumbing codes and inspection prior to the inauguration of service. Standard single meter installation/relocations for residential and commerical customers have an option to set the meter at the property line or at front of the building or at the side of the building within 15 ' of the front. If the building is 100 ' or more from property line, meter should be set 1 and 1/2 feet inside of the property line . Homeowners who cannot afford said expense that they are responsible for , may be eligible for the city' s Emergency Repair Program. Low income homeowners can receive financial assistance with electrical , plumbing and roofing emergency repairs . Emergencies are defined as anything that makes the house unlivable, unsafe or unsanitary. the maximum loan is $3 , 000 per home . No lien will be filed on the property for $500 or less in repairs . When repairs cost between $501 and $3 , 000 a lien will be required. No payment on the loan is due unless the property changes ownership or ceases to be the homestead of the person receiving the loan. Heirs of that person may live in the home as long as it is maintained as their homestead. To qualify for a loan the homeowner must; 1) live in the City of Fort Korth ; 2) live in the home and have the warranty deed to the property in their name ; and 3 ) have an annual family income that falls below the following incomes based on family size: 1 person. . . . . $ 12, 200 2 persons . . . .$ 13, 900 3 persons . . . .
