Subject: FEDERAL ENTERPRISE ZONE APPLICATION

Previously, Informal Report No. 7326, dated October 11, 1988,
informed the City Council on the background and application
rules of the Federal Enterprise Zone Program. That IR
suggested that the City of Fort Worth should investigate
application to the program. However, some details of the
application process were lacking at that time.
As discussed in IR No. 7325, city staff has proceeded to
identify and evaluate qualified areas of the city which might be
nominated for Federal Enterprise Zone designation. A detailed
data base was developed to permit evaluation of numerous
alternative area configurations which would both qualify and
have some chance in the federal program's competitive selection
process. The federal rules require that any nominated area will
be made up of standard U.S. Census geography (census tracts or
block groups) .
Each alternative area grouping identified as qualifying was then
subjected to two more evaluation criteria:
o Does the area have reasonable potential for economic
development success and is it compatible with broad
economic development goals and policies of the City.
o Does the area appear to have some potential for a suffi-
ciently high ranking in the national competition.
After evaluations of numerous alternative combinations of
qualified parts of the city, staff arrived at the area shown on
the attached map which is recommended for nomination to the
federal program. Some comments on the recommended area follow;
1. Staff considers this as the best 'compromise' area configu-
ration for nomination, because it meets all tests and it
can be best supported on economic development prospects.
2. The area contains a part of the existing State-approved
South Enterprise Zone and the southern part of the
existing North Enterprise Zone.
3. It should be noted that the proposed federal enterprise
zone includes an area to the east and north of the Central
Business District that is not a part of either State-
approved enterprise zones. Although such areas will not
be eligible for state enterprise zone programs, from the
City's standpoint they will have the same status as other
OW areas of the state enterprise zones.

Characteristics of the Recommended Area
The area recommended for nomination to the Federal Enterprise
Zone Program contains portions of the City which have frequently
in the past been the focus of concern, policy, and programs to
assist economic revitalization. If enterprise zone investment
can be attracted, the revitalizing process could be successfully
accelerated.
The following summary worksheet from our enterprise zone data
file displays the recommended area's numerical ratings on the
required federal program qualifying tests.

It is impossible for staff to determine how competitive the
recommended area might be in the national selection process.
However, it does meet the minimum of each of the tests in the
program rules. Just as importantly, it is an area where need
for economic stimulus is well-recognized locally and in which
opportunity for success exists.
Proposed Next Steps in the Application Process
Staff will be available at the November 8, 1988, Pre-Council
session to more fully discuss the proposed application and to
answer questions. Should the City Council wish to have staff
proceed with an application for a federal enterprise zone,
action may be taken in the November 8, 1988, City Council
meeting.
