PRINCIPAL ARTERIAL STREET SYSTEM (PASS)
Subject:
4/73
On September 9, 1987, Mr. J.R. Stone, District Engineer for District 2 of the
SDHPT, briefed the City Council and staff on a new urban system network
designated as the Principal Arterial Street System (PASS). The PASS system is
intended to supplement the regular Federal-Aid Urban (FAU) System Program and
would increase statewide funding for urban street construction from $63
million per year to $100 million per year for the next five years.
In response to the SDHPT' s call for proposed PASS projects, the Planning
Department and the Transportation and Public Works Department formulated a
list of 26 projects, 20 within the City of Fort Worth and six involving
cooperative efforts with neighboring communities. The total estimated cost of
the proposed projects is approximately $135 million. Of the 26 proposed
projects, the SDHPT has indicated that ten projects, involving an estimated
$35.7 million in State participation will be funded from the 1988-92 PASS
program.
The Council agenda for this date includes staff recommendations to accept
SDHPT Minute Orders covering nine of the approved projects. A Minute Order
for the tenth approved project, the extension of Hemphill Street from Vickery
to the Central Business District, has not yet been received. We have been
advised that $768,000 has been identified for right-of-way procurement from
SDHPT reserve funds rather than PASS funds, and that a Minute Order will be
forthcoming when the project is more clearly defined.
Please advise if additional information is desired.
