The 1986 Capital Improvement Program allotted $900,000 for the construction
of a new recreation center in Highland Hills Park. In addition, $50,000
was allotted to Highland Hills Park for general park improvements.
Moseley Associates, Inc. , Architects, were selected to design the building
and related site improvements. After meetings with neighborhood represen-
tatives and Park and Recreation staff, it was determined that the building
should be patterned after the Greenbriar and Handley-Meadowbrook Recreation
Centers. Some modifications have been made from those buildings to improve
the efficiency and function of the facility. Minor changes in the build-
ing's appearance will lend an identity to the center as being unique to the
Highland Hills community. Construction is expected to start April 1989 and
be complete in February 1990.
Project Cost
Construction documents have been prepared and submitted for review. The
project cost is estimated to be $944,100, including architect 's fees, ad-
ministrative costs, construction of the building, parking lot, extension of
utilities, and all related costs. No contingencies were allotted as part
of this cost. Based on this estimate, adequate funds are available to com-
plete the project.
Maintenance and Operation
Costs for building furnishings and operating supplies such as tables,
chairs, desks, kiln, weight equipment, pool tables, games, and gym equip-
ment are not included in the construction budget.
Annual operating costs are estimated to be $116,668. This includes a staff
of four full-time employees, all utilities and operating supplies.
The Park and Recreation Advisory Board reviewed this project at their regu-
lar meeting September 20, 1988.
