HomeMy WebLinkAboutIR 7319 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7319 ~ To the Mayor - September 20, 1988 Subject: EXTENSION OF MEACNAM BOULEVARD OVER THE BURLINGTON NORTHERN RAILROAD YARD On January 26, 1988 (see M&C C-10759 attached) , the City Council approved a consultant contract with Gordon Swift & Associates to study the extenion of Meacham Boulevard over the Burlington Northern Railroad yard. That study is now complete and Mr. Swift has concluded that the project can probably be completed within the funding that was authorized in the 1982 Capital Improvement Program. That conclusion is based on the assumption that Burlington Northern Railroad will waive, or otherwise absorb, approximately $1.8 million of track relocation expense and increased operating costs during construction. They have offered to do so if the grade crossing at Dean Road can be permanently closed. Mr. Swift will be available to answer any questions relating to this project. Unless directed otherwise by the City Council, the staff will proceed to negotiate u contract with Gordon Swift Consulting Engineers for the preparation of final construction plans. BACKGROUND The 1982-86 Capital Improvement Program identified $4,632,000 for construction of the Meacham Boulevard overpass of the Burlington Northern Railroad. A group of developers led by Mr. Ed Lott agreed to fund any overage on the project since City staff believed at the time that this amount was insufficient to construct the entire project as proposed. Unfortunately, Mr. Lott's untimely death caused the group to disband, and the project was never constructed. Bonds have not been sold for this project. Area property owners (Meacham Boulevard Committee) have recently indicated an interest in reviving the project in light of the very favorable construction market that currently exists. They have offered to contribute $50,000 toward a feasibility study that would allow a fairly precise determination as to probable construction costs based on current standards. Gordon Swift and Associates has offered to perform this preliminary study for a fee of $65,000 resulting in a net cost to the City of Fort Worth of $15,000. Staff believes that there now is a good chance that the structure could be engineered and constructed for the amount specified originally in the 1982-86 Capital Improvement Program, but concurs that a preliminary engineering study should be conducted before extensive design effort is undertaken. Funds in the amount of $50,000 will be available to partially fund this project. A bond fund transfer in the amount of $15,000.00 from Street Improvement Fund 30, Project No. 023901-00, Major Thoroughfares Unspecified (where sufficient funds are available) to Project No. 023193-00, Meacham Boulevard Overpass, will be necessary to finance the City's share of the cost of this contract. Sufficient funds are available in Street Improvement Fund 67, Project No. 095304-00, Engineering Salaries to fund the administrative expense. The expenditures will be made from Index Codes 680397 and 630004, respectively.
