FEASIBILITY STUDY OF SOUTHWEST FREEWAY AS
A TOLL FACILITY
On June 4, 1987 (M&C G-7100) , the City Council adopted City Resolution
No. 1234 requesting that the Texas Turnpike Authority (TTA) perform a
feasibility study of the Southwest Freeway as a possible toll road in its
entirety or in segments.
In response to the Council 's resolution, the TTA entered into contracts with
Howard Needles Tamman & Bergendorf (HNTB) , in association with Freese and
Nichols, Inc. , to update the cost estimate for the proposed turnpike and
to establish locations for toll collection facilities; and with Wilbur Smith
Associates (WBA) to estimate traffic projections and to determine the
financial viability of the proposed turnpike. Using HNTB's cost estimates,
WBA evaluated four potential scenarios:
1. A turnpike facility extending from IH-35W to IH-20.,
2. The northern segment only, extending from IH-35W to IH-30.
3. The southern segment only, extending from IH-30 to IH-20.
4. The full project (No. 1 above) plus a proposed southerly extension
to Alta Mesa Boulevard.
WBA' s findings were that, regardless of the scenario, projected net turnpike
revenues would be well below that required for financial feasibility. At
best, depending upon the scenario, the estimated net revenues could be
expected to cover only 11 to 18 percent of project costs.
In view of WBA' s findings , the TTA advised the City that, due to the
shortfall in financing which the Authority could produce, "there seems to be
no options for us to continue efforts on this project at this time."
Staff does not propose to undertake further action on the toll road alternate
unless directed to do so by the City Council .
