Water Department staff has recommended some design modifications that should
reduce the number of water service enlargements and associated pavement cuts
after completion of a community facilities contract. This will be a change to
the POLICY AND PROCEDURE FOR PROCESSING WATER AND SEWER DESIGN for the Fort
Wort h Water Department dated June 1984. It appears that the present requirement
for the minimum 3/4-inch water service for all residential lots, regardless of
the size of the house or lot, is perhaps false economy since frequently
homeowners request new or enlarge taps for use in lawn irrigation systems or in
simply increasing water pressure to their home. New taps in turn require
excavation and street repair work for purposes of installation. Increasing the
minimum service size from 3/4-inch to 1-inch would eliminate many service
upgrades requested by homeowners in newly developed areas. It is estimated that
the additional developer expense of raising the minimum service line size from
3/4-inch to 1-inch would be approximately $24.
The public benefits associated with reduced pavement repairs in newly developed
areas, along with the potential tap cost savings to homeowners seeking a lawn
irrigation system, however, would appear to outweigh the additional $24 of
00, expenses.
Staff is proposing that the standard residential water service contributed by a
developer under the community facilities agreement contract for new development
be increased from a 3/4-inch to a 1-inch size with the following exceptions:
1) The current standard 3/4-inch water service line could continue to be used
for a single-family residential lot if the front footage is 60 feet or less
and normal water pressure is greater than 45 psi ;
2) A 1-inch water service line with two 3/4-inch meters, commonly known as a
bullhead connection, could be installed for residential duplex lots;
3) A 1-inch water service with two 3/4-inch meters (bullhead connection) could
be used for contiguous single family residential lots where each lot has a
front foot of 50 feet or less; and
4) For scattered non-developed lots without a water service the current policy
would remain in effect whereby the owner or builder could request a
3/4-inch tap and service line.
Under this proposal , the City would typically continue to set a 3/4-inch water
meter on the 1-inch developer provided service line. Generally, builders
initiate the meter set process and are responsible for payments of deposits and
access fees associated with the size of the meter and the enclosed area of the
proposed residential unit. Under this proposal , a homeowner who subsequently
requests a larger water meter for an irrigation system or other purpose would
not have to pay a new tap fee, now set at $775 for a 1-inch service.

The foregoing recommendation was submitted to the Development Policy Review
Committee May 26, 1987, and was approved by that committee during their June 25,
19871 meeting . Subsequent submission to the City Plan Commission on July 6,
1987, and resubmitted to the City Plan Commission August 4, 1987. Mr. Gary
Teague of the consulting firm of Teague, Nall and Perkins, Inc. , responded with
the only change having to do with the small cost increase per service and lot
size. The proposal was modified to resolve this request.
Final submittal to the City Plan Commission was made August 27, 1987., requesting
a response not later than October 5, 1987., which was more than their minimum
review time of thirty (30) days. On December 3, 1987, the proposal reappeared
on the Development Policy Advisory Committee Agenda and was again accepted. No
further response has been received, therefore this Informal Report is being
submitted to the Council and the standard is being submitted to the City
Secretary for filing.
It is proposed to submit this new policy with the City Secretary in accordance
with the subdivision ordinance unless further information or discussion is
requested by the Council .
00" Copies of the proposed change will be mailed to engineers and developers
associated with projects in Fort Worth.
The effective date of this policy will be 30 days from the date it is filed with
the City Secretary.
