Subject: CLARIFICATIONS TO M&C G-7559: ADOPTION OF 1989 LEGISLATIVE
POLICY
In reference to the Police Department's legislative proposals transmitted to Council by
means of M&C G-7559 on May 3, 1988. the Legislative Affairs Division and the Police
Department both recommend that seven of the total nineteen (19) legislative proposals be
designated as high-priority issues. The seven high-priority Issues are described in the
following Police Position Papers: No. 1, No. 2, No. 4, No. 7, No. 15, No. 16, and No. 19.
The City of Fort Worth will find legislative sponsors to file the City's high-priority issues
in an effort to secure their passage in the 1989 Legislative Session. The City of Fort
Worth will also provide support for passage of the remaining balance of bills. In addition,
all of the nineteen (19) bills will he presented to the Texas Municipal League (TML) for
inclusion in the League's 1989 Legislative package.
I. PERSONNEL AND ADMINISTRATIVE ISSUES
It should be noted that Policy Position Papers: No. 14, No. 15, No. 16, No. 17, and No.
18, address Police personnel and administrative issues. Therefore, the City of Fort Worth
will present these five legislative proposals to TML's Legislative Policy Committee on
Personnel for consideration and inclusion in its 1989 Legislative Program. In the category
dealing with personnel and administrative matters, the two high-priority issues are pre-
sented in Policy Position Papers No. 15 and No. 16.
11. PUBLIC SAFETY ISSUES
The remaining fourteen (14) Policy Position Papers address public safety issues. These
fourteen (14) legislative proposals will be submitted to TML's Legislative Policy Committee
on Public Safety for its consideration and inclusion in its 1989 Legislative Program. In
this public safety category, the issues which have been designated as high-priority are
presented in Policy Position Papers: No. 1, No. 2, No. 4, No. 7, and No. 19.
