To the Mayor and Members of the City Council
Subject: Review and Authorization Process . for Fort Worth Zoo
1671 1 Exhibits
During the discussion of the Texas Diorama Exhibit , the City
Council was informed that a process would be developed for the
review and authorization of the construction of new exhibits
proposed by the Fort Worth Zoological Association at the Fort Worth
Zoo. Transmitted in this report is a proposed process which will
ensure that the citizenry of Fort Worth has an opportunity to
review and comment on proposed plans to construct new exhibits at
the zoo. The proposed process is intended to be flexible and may
be altered as needed .
The proposed process includes three basic steps , with provisions
for a fourth step as necessary . The first three steps will
include:
1 ) an open meeting with the architect to discuss the
concept of each exhibit ,
2) a public hearing at a Park and Recreation Board meeting ,
and;
3) review by the City Council of the proposed exhibit
deli g n and consi derati on and authori zati on of the
exhibit as presented .
The fourth step involves review of change orders . Should any
change order (as defined in this process) be needed , the change
order must also be reviewed and approved by the City Council .
CONCEPT MEETING
The Zoological Association will conduct a meeting to discuss the
proposed exhibit (additional meetings will be held if needed ) . The
active participants of the meeting will be the Zoo Exhibit Review
Committee , which will be made up of the Park and Recreation Zoo
Committee , representatives of Zoological Association , the architect
of the exhibit and city staff . The purpose of the meeting will be
to' provide the architect with guidelines to be used in designing
the exhibit . Although the meeting will be open to the public, only
the members of the Zoo Exhibit Review Committee will be allowed to
take part in the discussion . Members of the audience who desire to
have input may do so by contacting a member of the Park and
Recreation Board Zoo Committee. The Park and Recreation Zoo
Committee will report to the full Park and Recreation Board .
ZOO EXHIBIT PUBLIC HEARING
Upon completion of t e design drawings , the architect will make a
presentation in a public hearing before the Park and Recreation
Board which will include a model and the design drawings of the
exhibit . Citizens will have the opportunity to speak before the

Board regarding the proposed design of the exhibit . The Board will
makea recommendation either to the architect to modify the design
or to the City Council to authorize the construction of the exhibit
as submitted by the architect .
CONSTRUCTION AUTHORIZATION
the Park and Recreation' Board and the City staff regarding the
construction of the exhibit . After reviewing the model and design
drawings of the exhibit , the Council may request changes in the
design or authorize the construction of the exhibit as presented.
CHANGE ORDERS
Change orders which would increase the square footage of the
facilities in the exhibit , increase the projected operating cost ,
or change the location of the facilities within the exhibit would
have to be reviewed by the Zoo Exhibit Review Committee and
%W approved by the City Council .
If the City Council agrees with this process , an, M&C approving the
process will be prepared for your consideration at the next Council
