Subject: TEXAS DIORAMA EXHIBIT
The City Council , on September 23, 1986, approved M&C G-6820 to accept
the donation of the proposed Texas Diorama by the Fort Worth Zoological
Association. M&C G-6820 described the area required for the Diorama as
extending south to approximately Park Hill Drive, east to McCart/Forest
Park, north to Park Place Drive and west to Winton Terrace. The Texas
Diorama was further described as being financed by the Fort Worth Zoological
Association in two phases. The first phase would include a $700,000 pledge
from the Association and a second phase totaling $1 ,000,000 to be raised
at a later date. A conceptual drawing of the Texas Diorama was presented
to the City Council .
On July 28, 1987, the City Council approved M&C G-7162 granting authorization
to the Association to construct the Texas Diorama. M&C G-7162 stated,
"The diorama project will include the construction of six buildings and
other improvements to the zoo, including utility service upgrades. "
The staff has reviewed the drawings of the Texas Diorama (Exhibit "A")
as it is proposed be constructed.
The three main buildings of the Diorama are near completion and construction
of the remaining buildings, other improvements, and animal exhibits is
#oO' due to begin shortly.
The City Staff is of the opinion that the construction of the Texas Diorama
Exhibit as illustrated in Exhibit "A" was authorized by M&C G-7162, dated
July 28, 1987.
Copies of M&C G-6820 and G-7162 are attached for the Council 's information.

Recommendation _
?t is rec5NWnded that the City Council approve the Park and Recreation -
board recommendation to accept the donation of the proposed Texas Diorama by the
Fort North Zoological Association.

_ Discussion
For a'�ost 20 years, the Fort Worth Zoological Association has been involved in
a Zoo improvement program designed to aid the City of Fort Worth in updating the
Zoological Park. The Fort Worth Zoological Park historically has been the most
important recreational facility in the City and one of the top three in the
metroplex. Since 1972, almost 7,000,000 people have visited the Zoo. The pro-
posed exhibit, when completed, will showcase the rich and varied Texas culture
through a -major collection of native animals in authentic Texas settings.
The proposed exhibit would expand the Zoo boundaries southward to provide
approximately nine acres of needed space; currently this land is underutilized.
The area required would extend south to approximately Park Hill Drive, east to
McCart/Forest Park, north to Park Place Drive and west to Winton Terrace. The
tennis courts would be replaced In North Forest Park,
The proposed Texas Diorama would benefit the entire Fort Worth area. The level
of educational programming would be substantially increased and this exhibit
would provide popular children/animal contact in the form of a petting area. It
would also extend the Zoo's impact on the Fort Worth tourist industry by exten-
di ng the land use to 700,000 annual visitors to the Zoo. Significant revenue
would be generated from special theme concessions, rental facilities and the
concert area.
The Zoological Association has pledged $700,000 to finance the first phase of
this expansion. Through a combination of revenue from the Diorama concessions
and private donations , the Association has also pledged to contribute the addi-
tional $1,000,000 that will eventually be needed to complete the final phase of
the project.
At the meeting on August 19, 1986, the Park and Recreation Advisory Board heard
the proposal by the Zoological Association to completely finance the expansion
of the Fort North Zoo with the Texas Diorama exhibit. The Park and Recreation
Advisory Board voted to accept the proposal .
Fiscal Impact
'mss exhibit wi 1 l require two additional zoo attendant positions and associated
costs in FY 87.8E to operate. The total FY 87.86 expected cost will be $32,000,
most of which should be paid for through increased revenues as a result of

RECOMMENDATION
7-7—srecommended that the City Council authorize the Fort Worth Zoological
Association to construct the Texas Diorama Exhibit at the Fort Worth Zoological
Park.
BACKGROUND
On September 23, 1986, the City Council approved M&C G-6820, which recommended
that the City Council approve the Park and Recreation Advisory Board
recommendation to "accept the donation of the proposed Texas Diorama by the Fort
Worth Zoological Association." The diorama project will include the construction
of six buildings and other improvements to the zoo, including utility service
upgrades.
The firm of Ward Bogard and Associates, Inc. , provided design consultation and
architectural services for the project. Colonial Contractors is the construction
contractor. Permits and approvals for the construction have been obtained from
the appropriate city departments, and city personnel will continue to perform the
usual construction inspections required by the City Code.
FUNDING
7Fe--Fort Worth Zoological Association will provide funding for the construction
of the Texas Diorama Exhibit.

RECOWENDATION
It is recommended that the City Council :
1 ) find that it has already authorized, by M&C G-7162 dated July 28,
1987, the construction of the Texas Diorama Exhibit as illustrated
in Exhibit "A" of the attached Informal Report No. 7273; and/or
2) authorize the construction of the Texas Diorama Exhibit as illustrated
in Exhibit "A" of the attached Informal Report No.7273.
BACKGROUND
The City Council approved M&C G-6820, September 23, 1986, and M&C G-7162,
July 28, 1987, authorizing the construction of the Texas Diorama Exhibit.
Questions have been asked whether the construction of the Diorama as
illustrated in Exhibit "A" of Informal Report No. 7273 was previously
authorized by the City Council . Staff is of the opinion that the City
Council has authorized the construction of the Texas Diorama Exhibit as
illustrated in Exhibit "A" of Informal Report No. 7273. However, because
of some outstanding questions regarding the authorization of the construction
of the Texas Diorama, the staff is of the opinion that the City Council
should approve one or both of the recommendations stated above.
FUNDING
The Fort Worth Zoological Association is providing funding for the
construction of the Texas Diorama Exhibit.
