0073 IMPLEMENTATION OF MONTICELLO NEIGHBORHOOD TRAFFIC
CONTROL PLAN
The Traffic Engineering Division received requests from several area
residents and the President, Mr. Ted Gupton, of the Monticello Homeowners
Association to work with them in reducing, excessive traffic volumes and
speeding commuters "short-cutting" through their neighborhood. The Monticello
neighborhood contains within its geographic boundaries four main residential
north-south streets which are contiguous from W. 7th Street to White
Settlement Road. Monticello Drive carries about 3,000 cars per day; Dorothy
Lane, about 1,500 cars per day and Virginia Place and Westview Avenue, about
1,000 cars per day.
A Monticello Neighborhood Traffic Control Committee, chaired by Mr. Leland
Clemons, was set up by the Monticello Neighborhood Association President and
met with the Traffic Engineering officials on January 20, 1988 to discuss
their neighborhood traffic concerns . The committee and the Traffic
Engineering staff worked together in developing a traffic control plan for
the neighborhood that was consistent with the objectives of the community.
On February 27, over 500 flyers were distributed to all Monticello residences
in the community and a meeting of the Monticello Neighborhood Association was
opoI6, held on March 2. The traffic control plan was presented, discussed, and
unanimously accepted by the 70 Monticello citizens in attendance.
The recommended traffic control changes within the Monticello neighborhood
consist of the installation of three yield signs and nine stop signs at
intersections that presently have no traffic control devises; the reversal of
stop signs at three locations; the installation of five all way stops at
intersections experiencing sight distance or geometric problems; and the
installation of a side road warning sign to alert drivers of a unexpected
intersection.
The installation of these devises is consistent with prudent traffic
engineering practices and reflects the desires of the Monticello Homeowners
Association in meeting their neighborhood traffic objectives.
Unless directed otherwise by Council, implementation of the traffic control
plan will be initiated within the next several weeks. Additional information
will be provided on request.
