AN ORDINANCE ADJUSTING APPROPRIATIONS IN THE 2022 BOND
PROGRAM FUND IN THE AMOUNT OF $300,000.00, BY INCREASING
APPROPRIATIONS IN THE GENERAL PLANNING CONSULTANT PROJECT
(CITY PROJECT NO. 105288), AND DECREASING APPROPRIATIONS IN THE
BICYCLE FACILITIES PROGRAMMABLE PROJECT (CITY PROJECT NO.
PB0021) BY THE SAME AMOUNT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That the budget of the City of Fort Worth for Fiscal Year 2023-2024, as enacted by Ordinance 26453-09-
2023, as amended, is hereby further amended to make the following adjustments to appropriations in the 2022
Bond Program Fund in the amount of $300,000.00, by increasing appropriations in the General Planning
Consultant project (City Project no.105288), and decreasing appropriations in the Bicycle Facilities
programmable project (City Project No. PB0021) by the same amount.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(ALL) Authorize Execution of Amendment No. 1 to the Professional Services Agreement with TranSystems Corporation dba TranSystems
Corporation Consultants, in the Amount of $1,295,000.00 for the General Planning Consultant Project for a Revised Contract in the Amount of
$1,390,000.00; Adopt Appropriation Ordinances and Amend the Fiscal Years 2024-2028 Capital Improvement Program (2022 Bond Program)
RECOMMENDATION:
It is recommended that the City Council.
1. Authorize execution of Amendment No. 1, in the amount of $1,295,000.00, to the Professional Services Agreement with TranSystems
Corporation dba TranSystems Corporation Consultants (City Secretary Contract No. 61353), for General Planning Consultant for
Transportation Planning;
2. Adopt the attached appropriation ordinance adjusting appropriations in the 2022 Bond Program Fund in the amount of $100,000.00, by
increasing appropriations in the General Planning Consultant project (City Project No. 105288) and decreasing appropriations in the
Railroad Crossings programmable project (City Project No. P130004) by the same amount;
3. Adopt the attached appropriation ordinance adjusting appropriations in the 2022 Bond Program Fund in the amount of $300,000.00, by
increasing estimated appropriations in the General Planning Consultant project (City Project No. 105288) and decreasing appropriations in
the Bicycle Facilities programmable project (City Project No. PB0021) by the same amount;
4. Adopt the attached appropriation ordinance adjusting estimated receipts and appropriations in the General Capital Project Fund by
increasing estimated receipts and appropriations in the General Planning Consultant project (City Project No.105288) in the amount of
$450,000.00 and decreasing estimated receipts and appropriations in the Sidewalk Improvements programmable project (City Project No.
P00127) by the same amount; and
5. Amend the Fiscal Years 20242028 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to provide for general planning services for high priority transportation
projects for preparation of the next city-wide bond projects, federal and state grant application preparation, pedestrian and bikeway planning,
sidewalks and transportation planning services, working with regional partners Trinity Metro, North Central Texas Council of
Governments (NCTCOG), and others.
In December 2023, the Transportation and Public Works Department (TPW), Regional Transportation and Innovation Division, published a
Request for Qualifications (RFQ) for various engineering consulting services. Based on the results of the RFQ, TranSystems Corporation dba
TranSystems Corporation Consultants was selected as the most qualified consultant for this contract. An initial contract of $95,000.00 was
executed in May 2024.
This contract will serve current and future projects as -needed, and a funds availability verification will be performed by the Transportation & Public
Works Contract Compliance Managers and additional funding will be appropriated to the project when it becomes available.

The City's Extendable Commercial Paper (ECP) (M&C 22-0607; Ordinance 25675-08 2022) provides liquidity to support
the appropriation. Available resources will be used to actually make any interim progress payments until debt is issued. Once debt associated with
a project is sold, debt proceeds will reimburse the interim financing source in accordance with the statement expressing official Intent to
Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance 25515-05-2022).
Funding for this project was not included in the Fiscal Years 2024-2028 Capital Improvement Program (CIP) because the funding sources
were unknown at the time of CIP development. The action in this M&C will amend the Fiscal Years 2024-2028 Capital Improvement Program as
approved in connection with Ordinance26453-09-2023.
Funding is available in the Transportation & Public Works Department's General Capital Projects and 2022 Bond Program Funds in various
projects for the purpose of funding the General Planning Consultant project.
MANBE Office - TranSystems Corporation is in compliance with the City's BDE Ordinance by committing to 15% MMBE participation on this
project. The City's MIWBE goal on this project is 13%.
This project is located in ALL COUNCIL. DISTRICTS.
FISCAL INFORMATION CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Railroad Crossings, Bicycle Facilities and Sidewalk Improvements
programmable projects within the 2022 Bond Program Fund and within the General Capital Projects Fund and upon approval of the above
recommendations and adoption of the attached appropriation ordinances, funds will be available in the 2022 Bond Program and General Capital
Projects Funds for the General Planning Consultant project to support the above recommendations and execution of the amendment. Prior to any
expenditure being incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds.
