Subject: SUBSTANDARD CITY OWNED PROPERTIES
Due to current economic conditions, the City is receiving an
increasing number of properties at Sheriff's Sales. This is a
result of law suits being filed by the City for non-payment of ad
valorem taxes. The City receives the property only when a bidder
fails to submit an amount equal to the total of ad valorem taxes
and liens owing against the property. Properties deeded to the
City by Sheriff's Deed are subject to a two year redemption
period, during which time the previous owner or heirs of the
previous owner, may redeem the property by payment of the taxes
owed on that property.
At this time the City is encountering a problem due to the
increased number of properties received from Sheriff's Sales which
have an improvement on them. In most cases, the improvements have
been tagged substandard by the City's Code Enforcement Division.
The Department of Law, the Code Enforcement Division and Real
Property Management are working together to develop
recommendations about what disposition to make of these
structures.

We anticipate having those recommendations prepared in thirty days
and will make a more in-depth report at that time. There is no
doubt that whatever recommendations emerge, there will be a
budgetary impact, both this year and next.
