AN ORDINANCE REALLOCATING APPROPRIATIONS IN THE GENERAL
FUND FOR THE POLICE DEPARTMENT BY DECREASING APPROPRIATIONS
IN THE SALARIES & BENEFITS CATEGORY IN THE AMOUNT OF $3,000.00,
AND INCREASING APPROPRIATIONS IN THE TRANSFERS AND OTHER
CATEGORY BY THE SAME AMOUNT, FOR THE PURPOSE OF
TRANSFERRING TO THE GRANTS OPERATING FUND FOR THE CITY'S
MATCH REQUIREMENT FOR THE FISCAL YEAR 2024 TEXAS DEPARTMENT
OF TRANSPORTATION SELECTIVE TRAFFIC ENFORCEMENT PROGRAM
OPERATION SLOWDOWN GRANT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION I.
That the budget of the City of Fort Worth for Fiscal Year 2023-2024, as enacted by Ordinance 26453-09-
2023, as amended, is hereby further amended to make the following reallocations to amounts allocated to
various City departments for Fiscal Year 2023-2024 in the Budget of the City Manager, there shall also be
reallocated appropriations in the General Fund for the Police department by decreasing appropriations in the
Salaries & Benefits category in the amount of $3,000.00, and increasing appropriations in the Transfers and
Other category by the same amount, for the purpose of transferring to the Grants Operating Fund for the City's
match requirement for the Fiscal Year 2024 Texas Department of Transportation Selective Traffic
Enforcement Program Operation Slowdown Grant.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance reallocating appropriations in the General Fund for the Police Department by decreasing
appropriations in the Salary & Benefits category in the amount of $3,000.00 and increasing appropriations in the Transfers and Other
category by the same amount, for the purpose of transferring to the Grants Operating Federal Fund for the City's match requirement for the
Fiscal Year 2024 Texas Department of Transportation Selective Traffic Enforcement Program Operation Slowdown Grant; and
2. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grants Operating Federal Fund,
subject to the receipt of the grant, in the amount of $3,000.00, transferred from the General Fund, for the City's match requirement for the
Fiscal Year 2024 Texas Department of Transportation Selective Traffic Enforcement Program Operation Slowdown Grant.
DISCUSSION:
On 4/9/2024 City Council approved Mayor and Council Communication (M&C) 24-0293 for The Texas Department of Transportation (TXDOT)
Selective Traffic Enforcement Program Operation Slowdown (Operation Slowdown) grant that is aimed at reducing the number of vehicle crashes,
injuries, and fatalities due to speed.
This M&C is to amend the request to transfer funds from the General Fund to the Grants Operating Federal Fund in the amount of $3,000.00 for the
required 20% match. Award of this grant and receipt of funds will occur in Fiscal Year 2024. The total grant is $15,000.00 that includes the
$3,000.00 match.
Funding is budgeted in the Salary & Benefits category within the General Fund for the purpose of transferring to the Grants Operating Federal
Fund for the City's grant match.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State
of Texas
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
