AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, SUBJECT
TO RECEIPT OF THE GRANT, IN THE AMOUNT OF $12,000.00, FOR THE
PURPOSE OF FUNDING THE TEXAS DEPARTMENT OF TRANSPORTATION
FISCAL YEAR 2024 SELECTIVE TRAFFIC ENFORCEMENT PROGRAM
OPERATION SLOWDOWN GRANT; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund, subject to the receipt of the grant, in the amount of $12,000.00, for the purpose of
funding the Texas Department of Transportation Fiscal Year 2024 Selective Traffic Enforcement Program
Operation Slowdown Grant.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Apply for, and acceptance of, if awarded, the Selective Traffic Enforcement Program Operation Slowdown Grant from the Texas Department
of Transportation in an amount up to $12,000.00;
2. Authorize the execution of a grant agreement with Texas Department of Transportation for the Fiscal Year 2024 Selective Traffic Enforcement
Program Operation Slowdown Grant; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Funds, in the
amount of $12,000.00, subject to receipt of the grant, for the purpose of funding the Texas Department of Transportation Fiscal Year
2024 Selective Traffic Enforcement Program Operation Slowdown Grant.
DISCUSSION:
The Texas Department of Transportation (TXDOT) Selective Traffic Enforcement Program Operation Slowdown (Operation Slowdown) grant is
aimed at reducing the number of vehicle crashes, injuries, and fatalities due to speed. The goal is to save lives and reduce injuries resulting from
motor vehicle crashes. In doing so, warnings or citations can be given to the drivers but the focus is to influence them to slow down and not
necessarily write citations. Although, its at the officer's discretion to decide what action he cr she will take. In this campaign, we discourage the
use of radar and encourage officers to slow roll through traffic
Operation Slowdown features a 2-week mobilization period which is July 19, 2024 through August4, 2024 and is an overtime -only opportunity. The
grant pays for regular overtime and fringe (retirement and FICA).
Award of this grant and receipt of funds will occur in Fiscal Year 2024. The total grant is $15,000.00 that includes a $3,000.00 match. A local match
of at least 20% is required. The Fiscal Year 2024 General Fund budget will be used to meet this match requirement. Indirect costs are allowable up
to 10%. This is a reimbursement grant.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State
of Texas
FISCAL INFORMATION 1 CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
