CALL TO ORDER
With a quorum of the City Council Members present, Mayor Parker called the City
Council Public Comment Meeting of the Fort Worth City Council to order at 6:06 p.m.
on Tuesday, August 6, 2024, in the City Council Chamber of the Fort Worth City Hall,
200 Texas Street, Fort Worth, Texas.

PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND THE STATE
OF TEXAS - (State of Texas Pledge: "Honor the Texas flag; I pledge allegiance
to thee, Texas, one state under God, one and indivisible.")
The Pledges of Allegiances to the United States of America and the State of Texas were
recited.
CONSIDERATION OF MINUTES
Motion: Council Member Beck made a motion, seconded by Council Member Nettles that
the Council meeting of May 21, 2024, Budget Work Session, Work Session, and
Public Comment meetings of June 4, 2024, the Council meeting of June 11, 2024,
the Special called Budget Work Session of June 18, 2024, and the Council meeting
of June 25, 2024, be approved. Motion passed 9-0, Mayor Pro tem Bivens and
Council Member Williams absent.

Worth Detective and Officers.
Bob Willoughby appeared before Council relative to general comments.
Reed Bilz appeared before Council relative to boards and commissions.
Charles Bilz appeared before Council relative to the downtown library.
Rita Ramon completed a speaker card relative to government and was recognized
by Mayor Parker but was not present in the Council Chamber.
Thomas Hamilton completed a speaker card relative to speed bumps and was
recognized by Mayor Parker but was not present in the Council Chamber.
Jim DeLong appeared before Council relative to situational ethics.
George Chiles appeared before Council relative to behind the POA signs.
Homer Blocker III appeared before Council relative to the community.
Rosemary Galdiano, representing Worth Heights Neighborhood Association,
appeared before Council relative to the FW Public Library.
Jean Batty appeared before Council via conference call relative to University Drive
at TCU.
Jane Hull appeared before Council relative to tyrants.
Bishop Kirkland, representing St. Mark Church, appeared before Council relative
to police issues.
Julie Griffin appeared before Council relative to the crisis intervention team.
Rick Herring, representing Friends of Gateway Park, appeared before Council
relative to Gateway Park 2026 bond funding.

Massey, and police conduct.
Wesley Kirk appeared before Council via conference call relative to save the future
of the arts in Fort Worth.
Carolina Rodriguez appeared before Council relative to TBA.
Nan Terry appeared before Council relative to mental health and the budget.
Bill Burgan, representing E William Burgan Auctions, appeared before Council
relative to the library.
Jerald Miller appeared before Council relative to the municipal court.
Karla Palomares appeared before Council relative to the FY2025 Budget.
Liz Badgley appeared before Council relative to jail deaths and police brutality.
Jae Nam, representing Tarrant County Central Labor Council, appeared before
Council relative to City worker wages.
David Martinez appeared before Council relative to the car park in Southside.
ADJOURNMENT
There being no further business, Mayor Parker adjourned the meeting at 7:22 p.m.
