The apparent low bidder, Inform Construction did not submit the required MBE forms or the proposed list of sub-contractors and was thus disqualified as being non-responsive to City bidding requirements . Inform Construction was apprised of the disqualification and did not object. The bids were tabulated by Transportation and Pubic Works staff and evaluated against the estimated budget as of September 15, 1987 which showed $1 ,405 ,000 estimate for the total construction costs including all alternates and $85,000 established as a contingency. Under normal circumstances , when working on existing buildings, the conditions anticipated and the actual findings result in minor change orders. This contingency was placed in the budget estimate to cover such findings . Suggestions were made by Transportation and Public Works to the Fire and Police Departments based on the evaluations made. A recommendation was received from the Fire and Police Departments which was based on their needs and budget. This recommendation was within the established budget and an M&C was prepared based on the recommendation of the Fire and Police Departments. For the Council ' s information, regardless of the options selected, only two firms are in contention for the contract: Witcher Construction, Inc. , and Ed A. Wilson , Inc . , whose bids are reflected below and in the summary attached. BASE BID Included: A. Alterations to approximately 11,777 square feet of the existing building affecting offices, toilets, lockers and kitchen. B. Remodeling the existing pistol range to house four large classrooms and conference room. C. A new addition of approximately 8,329 square feet on the ground floor and 2,558 square feet on the second floor of an audio/visual complex including an auditorium, studio library, lobby, public safety room, toilets and ancillary spaces. D. Alterations and addition of approximately 1,377 square feet of OP611 podium and toilet areas to the existing activity room. Addition of a shelled-in space of approximately 6,969 square feet above the existing pistol range and corridor. This space was designed for future classrooms and would be deleted from the base bid if Alternate #4 is selected. F. Addition of a 1 ,440 square foot classroom pavilion at the fire simulation lab site. G. Addition of a concrete burn pad and fuel storage tank. H. Additional paving and parking for approximately 106 automobiles. I. Site work including grading, fencing, and a concrete flume to carry water from the site to the river. Witcher Construction, Inc. 's base bid is $1,354.000. Ed A. Wilson, Inc. 's base bid is $1,398,000. ALTERNATE NO. 1: OW Included addition of a ceiling and new light fixtures with accompanying HVAC duct work in the existing activity room so that it could be used by the public as a suitable meeting space. This usage was requested by citizens before the bond issue was voted. Witcher Construction, Inc. bid $16,500 on this Alternate. Ed A. Wilson, Inc. bid $11,000 on this Alternate. ALTERNATE NO. 2: Included adding a skylighted canopy to the entrance of the audi-o/visual complex with the intention of making this a major entrance into the building. It also included adding four skylights over the corridor between the audio/visual complex and the new classrooms. Witcher Construction, Inc. did not bid this Alternate. Ed A. Wilson, Inc. bid $12,000 on this Alternate. ALTERNATE NO. 3: Included adding approximately 2 ,704 square feet of shelled-in space on the ground floor next to the exercise room. This space was originally scheduled to become the Police Records Room and offices for the Chaplain with an in- terim use for physical testing of Police rookies. Witcher Construction, Inc. bid $65,000 on this Alternate. Ed A. Wilson, Inc. bid $60,000 on this Alternate. ALTERNATE NO. 4: Included a deduction for omitting the shelled-in classroom space on the second floor indicated in the base bid Item No. E above, and providing for structure that would carry a roof load only. The deduction would not preclude the addition of a second floor on this same space at a later date, but at a greater cost than was bid. It must be pointed out that some discrepancies in the plans have been discovered since the bids were opened concerning this space. If the second floor is built under this contract, the six air-conditioning units shown on the plans on the first floor roof would need to be relocated up to the second floor roof, resulting in extending the duct work through the space to the ceiling of the first floor at an added cost estimated at $3,000. The roof ladder would also have to be extended to the higher roof at an added cost estimated at $800. A second stair would have to be designed and included to meet the building codes at an added cost estimated at $8,000. Total estimate for this work which was not in the plans is $11,800. Witcher Construction, Inc. did not bid this Alternate. Ed A. Wilson, Inc. bid a deduct of $80,000 on this Alternate. ALTERNATE NO. 5: Included adding a thermal ice storage system that would provide air-conditioning for the entire building in lieu of the chillers now being used. This system would reduce the electrical demand load during the day and the City would receive a cash rebate from the electrical company . Only Steele/Freeman submitted a bid on this alternate which was above the amount budgeted for a reasonable pay-back period. ALTERNATE NO. 6: Incl6ded another deduction for using a slab on grade in lieu of the structural slab as scheduled in the base bid.
