HomeMy WebLinkAboutIR 7257 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 7257 To the Mayor and Members of the City Council S Subject: WORTH HEIGHTS MLTI-PURPOSE CENTER EXPANSION The Worth Heights Multi-Purpose Center was opened on December 3, 1978, providing services to the citizens in the surrounding neighborhoods. The services include the following programs: Head Start, Senior Citizens, YMCA After School Child Care, Neighborhood Resources Development Office and nursing clinic. In addition to these services the center includes a gymn for recreational activities and meeting rooms for community activities. The parking lot for the center is owned and was constructed by Tarrant County. On March 4, 1987, the Worth Heights Neighborhood Advisory Council (NAC) presented a request to the City Council for the physical expansion of the Worth Heights Multi-Purpose Center. Cited as justification for this request was the lack of adequate space to provide for the health and social needs of the community. The expansion of the center would allow the Health Department to expand the overcrowded nursing clinic and to decentralize the dental clinic from the Health Center on University Drive. The request from the NAC was referred to the staff for further review. The staff together with Councilman Estil Vance met with representatives of the community to discuss their request. Staff feels there is sufficient justification based on the number of clients who use the services at the center to recommend the expansion of the Center. The request to expand the Center was presented to the Community Development Council for their consideration. On September 14, 1987, the Community Development Council recommended approval of up to $65,000 of reserved street assessment funds to conduct an architectural/engineering study for the expansion of the Worth Heights Multi-Purpose Center. In the Community Development Block Grant Year XIV budget, $900,000 is being proposed to be used to pay for the expansion costs. These funds include repayment of the $65,000 set aside to conduct the architectural/engineering study. If the expansion does occur, the additions would have to be made towards the parking lot. Staff has had preliminary discussion with the County regarding using part of the parking lot for the expansion. Unless otherwise directed, staff will prepare an M&C to be sent to the City Counicl recommending authorization to enter into an architectural/engineering contract to design the expansion of the center. ouglas Harman City Manager -ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS
