k' X UTILIZATION OF EAST 1ST STREET LANDFILL FOR GARBAGE COLLECTION

The East lst Street Landfill operated by Waste Management, Inc. , is
required to be closed June 30, 1989. Waste Management has indicated that
because of a decrease in the volume of garbage being received, the final
elevations as specified in its contract with the City of Fort Worth will
probably not be able to be attained. It has been proposed that the City of
Fort Worth divert its waste from City landfills to the East lst Street
Landfill in order to utilize the site's capacity and help reach the planned
elevations.
CURRENT CONTRACT FOR OPERATION OF SOUTHEAST SANITARY LANDFILL
The City of Fort Worth currently has a contract with Waste Management,
Inc. , for the operation of the City's Southeast Sanitary Landfill. The
five-year contract commenced April 1, 1987 and will end March 31, 1992. The
current fixed fee to the City requires the City to pay $609,120 annually
for 108,000 tons of waste and $4.54 for each additional ton. During the
most recent contract year, 130,588 tons of waste were received at Southeast
and $711 ,669 was paid to Waste Management.
PROPOSED CHANGES
It is proposed that the City of Fort Worth contract with Waste Management,
Inc. , to utilize its East 1st Street Landfill as its primary disposal site
until that site closes in June 1989. The proposed terms are that the City
will guarantee Waste Managment 39,000 cubic yards of garbage per month and
pay $1.38 per cubic yard. The total minimum annual cost will be $645,840.
It is also proposed that the current contract with Waste Manangement for
the operation of Southeast Sanitary Landfill be amended so that through
June 1989 the City will guarantee a minimum of 1,800 tons of garbage per
month and pay $4.54 per ton for disposal. The total minimum annual cost
will be $98,064.
In consideration of the reduced volume of garbage to be received at
Southeast Landfill, Waste Management will be allowed to reduce the
equipment and personnel required at that site. Additionally, the length of
the current contract with Waste Management will be extended by the number
of months that the City will use East lst Street Landfill as its primary
disposal site.
BENEFITS TO THE CITY
The primary benefit to the City of Fort Worth for using the East lst Street
Landfill will be the savings in landfill space. Based on the $4.2 million
originally approved for the expansion and improvements at Southeast
Landfill and the thirteen years of additional landfill life projected to
result, a conservative estimate of the value of a year's worth of disposal
capacity at Southeast Landfill is $323,077. The extent to which landfill
space is saved, how much actual disposal costs will be, and the benefits

that will be derived will depend on how well collection crews are able to
be directed to the most appropriate disposal site. Full loads of compacted
material, for example, will be directed to the East 1st Street Landfill
because the rate of payment will be based on the cubic yard caring capacity
of the collection vehicle. Partial loads of garbage will be directed to
the Southeast Landfill because the rate of payment will be based on the
actual weight of the load. The City's North Central Landfill on Brennan
Street will also continue to be used on a limited basis for disposal.
It is believed that the City can benefit significantly from this proposal.
If the City Council concurs, staff will proceed with actions to amend and
develop the necessary contracts as described. The City Council will then
be requested to approve those contracts.
If additional information is required, it will be provided upon request.
