Subject: USER FEE CATEGORIZATION
Background
..................
in July 1987, City Council asked the Office of Management Services (OMS) to
develop a method for categorizing the city's user fees. The fees were to be
categorized according to an appropriate level (percentage) of cost
recovery. Based on discussions with Council in July, OMS sought to develop
a categorization consistent with Council policies regarding user fees. This
report describes the method which was developed for categorizing user fees
and recommends a level of cost recovery for each fee.
Evaluation Goals and Criteria

Because of the diversity of Fort Worth's user fees. it was necessary to
develop an evaluation instrument general enough for use with all fees.
Staff felt that using the same evaluation instrument for all the city's
user fees would provide a greater degree of objectivity and consistency in
establishing recommended levels of cost recovery.
With these general goals in mind, a user fee questionnaire (see attachment)
was developed using the criteria listed below. Point values were assigned
to each criterion to reflect its importance relative to the other criteria.
User Fee Evaluation Criteria
income level of beneficiaries (0.40 pts.)
degree of community vs. individual benefit (0-30 pts.)
city's desire to continue providing the service (0-20 pts.)
availability of service from sources other than the city (0-10 pts.)
The questionnaire was designed so that the total points for each fee, which
could range from 0 to 100, correspond to the recommended level of cost
recovery. If, for example, a fee receives a total of 55 points from the
questionnaire, then the recommended level of cost recovery is 55%.
A questionnaire for each of the city's user fees was initially completed by
appropriate departmental personnel. The questionnaires were then reviewed
by OMS staff to assure consistency among fee categories. The final
recommendations listed here (see attachments) are the result of this
evaluation effort and are intended to be used as a guide for City Council
in establishing the appropriate level of cost recovery.
While each of the city's fees was evaluated with the user fee
questionnaire, it is apparent that some fees are influenced by factors

other than those listed above, such as state restrictions or market
factors. For example, penalty fees for returned checks, which are
restricted by state law, are perhaps best set at a level that Council deems
reasonable (within the legal range) rather than by principles of cost
recovery. This exception and others are noted in the attached
recommendations.
Should Council wish for staff to continue with this effort, the next phase
will involve an analysis of the actual costs for providing services to
determine if the current. fee structure corresponds to the recommended level
of cost recovery.

The questions below are designed to assist OMS in grouping user fees into
cost recovery categories. Please answer these questions as honestly and
accurately as possible. For the purposes of this questionnaire, "community
benefit" refers to a service which affects the quality of life of the com-
munity as a whole. "Individual benefit" refers to a service in which an
individual receiving the service has clearly identifiable benefits which
apply only to the individual.
