Subject: CATS AND BEARS EXHIBIT . #t7) --�� The 1986 Capital Improvement Program approved by the voters included $1 . 8 million for the construction of the Cats and Bears Exhibit in the Fort Worth Zoo. On December 18 , 1987 , the City Council approved M&C-1070T--­iuthorising the City Manager to execute a contract with Youngblood Architects, Inc. , to provide professional design services for the Cats and Bears Exhibit. Youngblood conducted a series of workshops to receive input from a review committee and to allow the public to review the design of the exhibit . On April 26, 1988, the City Council received I .R. No. 7279 outlining the scope of the project . By this report, the City Council was informed that preliminary cost estimates indicated that not all the desired elements of the exhibit could be included within the available budget. The report further stated that it was anticipated that two separate contracts would be awarded to construct the exhibit . On May 3, 1988, the City Council approved M&C G-7563, authorising the City Manager to instruct the architect to proceed with the construction document phase of the exhibit. On September 27 , 1988 , the Cit-y Council received I .R. No. 7322 informing the Council that based on the latest estimates by the architect, the construction costs of the exhibit exceeded the budget . The recommendation in the report was that the advertisement and bidding for the exhibit proceed and when bid prices for the exhibit became available staff would then make a recommendation to the City Council . The following bids for the construction of the Cats and Bears Exhibit were received by the City. Base Bid - General Construction $1 ,366, 948 Alt . No. 1 - Elevated Walkway 299,855 Alt . Subject: CATS AND SEARS EXHIBIT Since the bids were received, staff has been working to identify different options the City Council may want to consider. OPTION I : Construct the exhibit as designed, including all alternatives. This option would require an additional $937 ,600 be allocated to this project . Funds Available $1 ,561 , 109 TOTAL COST OF PROJECTS 2,498,709 Additional Funds Required < 937 , 600 > OPTION II : Construct the elements included in the two base bids. This option would require an additional $491 , 145 to be allocated to the exhibit. Funds Available $1 ,561 , 109 Base Bid - General Construction 1 ,366, 948 Base Bid - Exhibitory 446,000 Admin. , Testing, Contingency 239,306 TOTAL COST OF OPTION II 2,052.254 Additional Funds Required < 491 , 145 > OPTION III : Construct elements of the exhibit in both base bids which could be build with the amount of funds available. Staff has requested the architect to identify elements of the exhibit which could be taken out in order to have the exhibit within budget. Staff nor the architect recommend this option because the new exhibit would not be a big improvement over the existing exhibit. OPTION IV: Construct the elements of the exhibit included in both base bids (General Construction and Exhibitory) and both No. 1 Alternatives (Elevated Walkway and Cast Rock in lieu of "mud bank") . The Fort Worth Zoological Association has informed staff that the Association was willing to pay for the cost of the Exhibitory base bid, $446,000 and Alternative No. 1 (Cost Rock in lieu of "mud bank") , $111 ,600 with the following conditions: 1 . The City would pay for the General Construction base bid, $1 ,366, 948 and its Alt. No. 1 - Elevated Walkway, $299,855. 2. The funds expended by the Association for this project would be credited to the amount to be owed to the City by the Association under the concessions contract. If the additional funding cannot be found, staff would then make a recommendation to the City Council .
