Subject; Status of Southeast Landfill Expansion and Improvement Project

in July. 1980. the Citv or Fort Worth was notified by the Texas
Department of Health (TDH) that Southeast Landfill (SELF) was likely
to be included in the open dump inventory in accordance with criteria
as outlined in the Federal "Resource Conservation and Recovery Act of
1976". It was indicated that because of the location of the landfill
in the Village Creek floodplain the potential existed for flooding and
, material to be washed from the site. The following chronoloav of
events indicates what has occurred since then:
-October 23. 1980. Informal Report No. 3533 to Citv Council outlining
Problem.
-February 3. 1981 . M&C C-5515. Freese & Nichols awarded contract to
examine washout problem, current landfill operation and potential for
future development at SELF. Contract amount 565.000.
-Mav 11 . 1982. M4C C-6292. Freese & Nichols awarded contract to
Provide design and engineering services related to realignment of
levees, channelization. slurry trench. expansion of site. permitting
and field inspections. Contract amount 5110.000.
-Mav 22. 1982. Voters approved Proposition No. 3 authorizing the sale
of 66.880,000 in General Obligation Bonds for the purpose of making
permanent solid waste management improvements by Purchasing a new
landfill and modifying the Southeast Landfill. 54.200.000 was
Proposed to be allocated for modifications to SELF and S2,680.000 for
acouiring a new landfill site.
-February 1 , 1983. M&C C-6744. Contract amended to provide data
reauested by TDH because of site's open dump inventory classification
and the additional acreage for expansion. Additional work related to
revised operating plan, soils balance study, storm water control plan
and representation at public hearings. Contract amount increased from
5110,000 to S140,000.
-January 3, 1984, M&C C-8147. Interim levee required by TDH to remove
site from open dump inventory before TDH would consider amended permit
to enable expansion and permanent improvements. Construction contract
545,000. Freese & Nichols contract for design, engineering and
inspection increased from S140,000 to 5172,500.
-November 13, 1984, M&C C-8717. TDH requires that permit application
for SELF be revised to comply with new solid waste rules and
0001 regulations and resubmitted. Extensive revisions are required in
engineering plans. Freese 6 Nichols contract increased from 5172,500
to 5202,500.

rra Mt.(.; C-9157. Freese & Nichols contract amended to
include engineerine and grading for relocation of Southwestern Bell
conduit and design and engineering for an all-weather haul road into
SELF. Contract amount increased from 5202,500 to 5219.420.
-October 8. 1985. MSC C-9270. At the reauest of TDH two deep
exploration borings and geotechnical testing was done to identifv and
classify the maior rock formations underlving SELF and verify in-situ
Permeability. Contract amount increased from S219.420 to 5229.320 to
provide for the additional work.
-October 10. 1987. MSC C-10576 and February 23. 1988. MSC C-10813.
Testing, cleanup. transportation and disposal of hazardous materials
found near SELF by Leak-Tek Corporation. Contract amount S96,445
increased to S515,618.
-January 19, 1988, MSC C-10746. Amendment to contract with Freese &
Nichols to provide additional technical support during public hearing
phase of project. Contract amount increased from S229,320 to
S242,320.
-January 29, 1988, M&C C-10782, Julv 19, 1988, MSC C-11083, and Mav
16. 1989, FP-2561 - Contract, amendment and final pavment to law firm
of Llovd, Gosselink, Rvan & Fowler for legal representation during
public hearing and appellate process for SELF permit application.
Contract amount totals S140,793.
-Mav 17. 1988, MSC C-10970. Additional technical support during
public hearing process. Contract amount increased from 5242,320 to
5261 ,920; however, 550,000 in contract designated for construction
phase services not to be expended.
-December 5, 1988, notification from TDH that the amended permit for
SELF approved. TDH approval became final in February, 1989 when no
further action was initiated in Travis Countv District Court to appeal
the decision.
CONSTRUCTION PHASE SERVICES
The provisions of the permit approved by TDH require a higher level of
construction supervision and geotechnical monitoring than was
originally anticipated. The services required in order to comply with
the provisions of the permit require plan revisions, full-time
supervision of construction by a professional engineer, and extensive
soil sampling and testing during the construction of the slurry trench
wall and levees. It is proposed that a contract be executed with
Freese & Nichols, Inc. to update plans and specifications and provide
construction phase services for a fee of 5418,971.

WNSTRUCTION COSTS
In 1983 the probable construction cost was estimated to be 52.997.950.
It is now estimated that the probable construction will be S5.779,495.
a difference of S2,781,545. The increase in costs is attributable to
modifications to the original scope of improvements and to the cost
escalation of materials and labor. The modifications are a result of
changes in requirements by the Texas Department of Health (TDH) and
the Corps of Engineers or as reouested by the Citv.
Modifications and changes in construction costs include:
-Additional erosion protection for Village Creek - 51 .178.250
-Realignment of levee system and increase in slurry trench
construction - 5360.080
-All-weather haul road 5255.320
-increase in care of water during construction - 575,000
-Increase in erosion and sediment control S50.000
-Increase in general reouired excavation 5350.000
-Increase to construct pond liner - 5105,200
-Increase for monitoring wells - 5100,000
-Increase in mobilization costs - 5490,000
-Majority of unit costs on each line item have also increased from
1983 to 1989.
PROJECT FUNDING
The 1982/83 Capital Improvement Program provided 56,880,000 for solid
waste management improvements. 54,200,000 was allocated for
improvements and expansion of SELF and S2,680,000 was allocated for
acquiring a new landfill. 5I,865,653 has been spent thus far for
design, engineering, permitting and hazardous waste cleanup for SELF.
583,447 has been expended identifying a site for a new landfill, doing

preliminary eotechnical studies, a feasibility study and a site plan.
Since this work was done in 1987 and 1988, a private company has
purchased the property with the intent of permitting and developing a
Type I disposal facility.

decause of the aacitional costs associated with SELF. it is proposed
that funds allocated for a new landfill be used tor construction and
completion of the SELF project. The total amount available of
54.987.325 and the estimated 56, 198.466 required to complete the
project leaves a shortfall in the project of $1 ,211 ,141 . It is
proposed that construction be bid and once bids are received and
evaluated the amount of the shortfall and alternatives for funding be
considered in light of the Solid Waste Fund balance, the 1989190 Solid
Waste operating budget and the current rate structure.
SUMMARY
The length of time required to permit the Southeast Landfill project
and the additional work and expense associated with it reflect the
growing importance of environmental issues, the complexity of those
issues, and changes in the regulations which govern solid waste
disposal. Although the costs of the project are significantly higher
than what was originally projected, the improvements will provide
additional environmental protection for the 2.5 million tons of waste
currently in place and enable the disposal of an additional 2.5
million tons of waste at an approximate cost of $3.25 per ton for site
development. This compares favorably with other landfill proJects and
is much lower than other disposal alternatives.
If the Citv Council concurs, we will proceed with the pro*iect as
outlined. Additional information can be provided on request.
