THE BOTANIC RESEARCH INSTITUTE OF TEXAS
During the past few weeks City Council has been given
presentations regarding facility needs for the Public Health and
Park and Recreation Departments . Additionally, the City Council
was informed about a request from the Botanical Research
Institute of Texas (BRIT) to house a herbarium collection in the
Botanic Garden area. The purpose of this Informal Report is to
review background on these facilities and short and long term
location issues as well as the financial considerations important
in City decisions regarding these facilities .
On September 27 , 1988, the City Council approved M&C L-9540
(attached) authorizing the City Manager to enter into an option
agreement with the Tarrant County Hospital District for the
future purchase of a site for the Public Health Department . The
recommendation to locate the Health Department next to the John
Peter Smith Hospital campus was based on the fact that many of
the Public Health clients also receive services at the John Peter
Smith complex and a Health Department location in the JPS area
would enhance health service delivery. The option was for two
years at a cost of $50 ,000 which will be applied to the purchase
price. The obvious question which arises from this relocation is
what would be the most meaningful and appropriate use of the
health building being vacated.
The Park and Recreation Department occupied the building at 2222
West Rosedale for approximately eight years until May 9, 1989,
when the building was vacated due to an asbestos problem. The
Rosedale building was not considered as a permanent location for
the Park and Recreation Department because the building was in a
badly deteriorated condition and therefore, Council discussed
possible sale of the land once it could be marketed for an
acceptable price. Until recently, only two existing buildings
were identified as a possible permanent site for Park and
Recreation. Those two sites were the Public Health building and
the Army Reserve Building located close to Crestline and Foch
Streets. Although the Army Reserve has a lease that extends
past the year 2000 , it was hoped that the Army Reserve would be
able to build another armory on land owned by the City
elsewhere. The Army Reserve was not able to obtain the necessary
funds for a new building. It is staff 's understanding that the
Army Reserve plans to occupy the building for the duration of the
lease.
Until the first part of this year, staff did not seek City
Council endorsement of a permanent location for Park and
Recreation because the primary location being considered, the
Public Health Building, would not become available for at least
two to three years. Also it was assumed that the Rosedale site
would appreciate in value during this time and the sale schedule
would influence the timing of the Park and Recreation Department
move,

Two factors caused the City to evaluate facilities which might
be available to house Park and Recreation. The first was a need
to find a building which could house BRIT's herbarium collection.
In an attempt to assist BRIT in locating a facility, staff
identified various buildings which could house the herbarium
collection and all or some of Park and Recreation operations
located at 2222 W. Rosedale. Second, when the sudden closure of
the Rosedale site was publicized by the news media, staff
received a large number of offers for a facility. The offers
were for both the rental and purchase of property.
During the June 6, 1989, workshop, the City Council was informed
of BRIT's request to be housed in a portion of the Health
Department Building when it became vacant . Also at the workshop,
the staff reviewed the option to purchase land in the Hospital
District for the Health Department. Staff described the crowded
and unsuitable working conditions the Park and Recreation
Department was experiencing as a result of being displaced in
various buildings scattered around the city. Staff reviewed
options to relieve these conditions for City Council
consideration.
At the City Council Budget Workshop on June 8, 1989, the City
Council instructed staff not to consider leasing a former school
building as a temporary site. On June 14, 1989 at a follow-up
budget workshop, staff again reviewed with the City Council the
option to purchase land for the Health Department, BRIT's
request to use the Health Building, and discussed options to meet
the needs of the Park and Recreation Department . The City
Council on June 20 , 1989, instructed staff to prepare a lease
space as a temporary location for Park and Recreation. The City
Council did not decide where to locate the Park and Recreation
Department on a permanent basis at this time nor were permanent
location sites proposed at that time. The Council further
instructed staff to market the property at 2222 W. Rosedale to
determine whether to sell the land now or retain it in hopes that
the value would increase significantly at a later date. The
Council on June 27 , 1989 approved M&C L-9838 authorizing the
lease of space for the Park and Recreation Department . Staff
intended that the lease will have a 90 day cancellation clause,
and City Council made this provision part of the approval of the
lease. However, the City Council discussion reflected viewpoints
which need further consideration because staff is uncertain of
City Council 's objectives regarding a possible permanent Park and
Recreation Department location.

The City staff is currently operating under the following
instructions from the City Council :
1 ) The City Council approved an option to purchase land from the
Tarrant County Hospital District for the relocation of the Health
Department . (Once funds are identified and available for the
purchase of the land and construction, staff will request
authorization from the City Council to acquire the land and to
design and construct the new Health Center. )
2) City Council directed staff to market the property at 2222
W. Rosedale to determine its market value so that City Council
may decide whether to sell the property now or at a later time.
3) City Council authorized lease of space at University Plaza as
a temporary location for the Park and Recreation Department and a
warehouse within close proximity for the trades operation. The
lease must have a 90 day cancellation provision.
The staff has not received instructions from the City Council on
the following issues:
OW 1 ) City Council has not selected the source of funds to acquire
the land and to cover the construction costs of the new Public
Health Center . (Staff has suggested the sale of the Park and
Recreation Department land might be the source of these funds or
they might be authorized in the next bond program. )
2) City Council has not determined the use of the Health
Department building on University Drive once it is vacated by the
Health Department .
3) City Council has not formally responded to BRIT's request to
locate the herbarium collection in the Health Department building
when it becomes vacant . Council members have indicated
sympathetic interest in the project .
4) City Council has not acted upon permanent location for the
Park and Recreation Department .
Staff has presented at various times a review of capital reserves
available for city needs. Staff assumed from Council comments
that the limitation or reserve funds precluded purchase of
another City building for the Park and Recreation Department .
Perhaps staff was mistaken in this assumption, and if so, staff
seeks City Council guidance. After the sudden closure of the
Park and Recreation Department building, numerous property owners
and brokers proposed City purchase of various buildings for the
Park and Recreation Department . However, staff has not prepared
criteria for a City-wide consideration of potential Park and
Recreation Department sites, but staff would do so if purchase or
construction of a new building is contemplated by City Council .

Council members have informally requested at least two possible
purchase/construction alternatives; 1 ) selection of an existing
building in the general area of the vacated Park and Recreation
offices, or 2) development of a property in the area of the City
where the Park and Recreation Department offices would encourage
needed redevelopment in the surrounding area.
The staff requests guidance from the city Council on these
issues . Additional information on any or all of these
questions will be provided upon request . Staff will pursue
whatever directions indicated by City Council .

Recommendation
It is recommended that:
1. The City Manager be authorized to transfer $50,000 from the Capital
Projects Reserve Fund 10, Project NO. 010001-00, Unspecified ,
to Project No. 161000-00, Health Center; and
2. The City Manager be authorized to enter into an option agreement with
the Tarrant County Hospital District for the future purchase of a site
for the Health Department. The proposed purchase will cover the E125'
of Lots 1 & 2, Block 3, Goldsmith Subdivision,, all of Lots 3, 4 and 5 of
Block 3, Goldsmith Subdivision, and as much of Lots 1-5 and 16-20 of
Block 4, Goldsmith Subdivision as will be contained south of the
proposed private drive in front of the Psychiatric Facility at John
Peter Smith Hospital . The City will pay $50,000.00 to option the
property for a two year period.
Discussion
After an extensive search, the Health Department has determined that the best
location for their relocated facility is a parcel of land which is located on
op" the John Peter Smith Hospital Campus. This parcel contains approximately
85,500 square feet, and would be purchased for $8.00 per square foot. John
Peter Smith has agreed to option the property for a payment of $50,000 for
two years. The option amount ($50,000.00) will be applied to the purchase
price of the property at the time the City concludes the purchase of this
property. The conclusion of this option agreement will allow the City and
Hospital District to proceed with planning for parking facilities, drives,
.and other accommodations. An appraisal has been completed by an independent
appraiser which indicated that the $8.00 per square foot figure is an
appropriate market value.
The Real Property Management Department recommends that an option agreement
be concluded with the Hospital District.
Financing
Sufficient funds are available in the Undesignated, Unreserved Fund Balance
of the Capital Projects Reserve Fund to provide the requid $50,000 funding
for this property purchase. Upon approval and completion of recommendation
number one, sufficient funds will be available in Fund 10, Capital Projects
Reserve Project No. 161000-00, Health Center. This expenditure will be made
from Index Code 698845. After this transfer, the Unreserved, Undesignated
Fund Balance in the Capital Project Reserve Fund 10, will be $2,838,435.

Thank you for your letter of June 8, 1988, wherein you included
option agreements to exist between the City of Fort Worth and
Tarrant County Hospital District concerning certain properties we
have discussed for acquisition by the City of Fort Worth.
I will be presenting the option agreement to the Hospital
District's Board of Managers at its July meeting and this should
occur on or before July 28, 1988. In the meantime, I shall be
making a formal proposal to you concerning the relationship our
respective entities should have concerning the 500 parking
