To encourage public participation in the proposed 1990-93 bond program, two staff briefings are planned for citizens/citizen groups in each Council District. The purpose of the briefings is to inform citizens of the project needs identified to date, and to request their opinions. It is requested that Council Members submit their preferred dates, times and locations for briefings in their districts to Charles Boswell in the Office of Management Services by Tuesday, August 29th. Staff is available to assist in the selection of meeting times and places, if needed. Assu mning that the bond election date of May 5, 1990 is firm, then the attached schedule remains current. The briefings can start as early as September 25, 1989 and last through November 9, 1989. Council Members are requested to consider the following items in determining their schedules: 1. Briefing days on Tuesdays and Thursdays, but any week day would be honored; 2. Each Council District have its two briefings on different days of the week in different weeks; 3. Prefer not more than two briefings on any one evening. If two briefing days per week are acceptable to Council , then twenty-eight briefing days are available for the required sixteen briefings; and, 4. Four weeks of notification is requested prior to the first briefing, to en- sure citizens are informed in a timely manner. Your cooperation in submitting your schedules is appreciated. gt x Harman City Manager ISSUED BY THE CITY MANAGER FORT WORTH, TEXAS-- r r SCHEDULE OF EVENTS FOR A PROPOSED 1990-93 BOND PROGRAM REVISED JUNE 8, 1989 DATE EVENT 1988 10/19/88 City Manager held a Department Read meeting and started the bond pro- gram planning process. 11/01/88 Informal Report No. 7329 and proposed bond program schedule submitt- ed to Council. 11/17/88 Bond Program Staff Committee met. 11/23/88 Boards, Commissions and other organizations were requested to submit proposed projects. 1989 03/15/89 Departments submitted proposed projects that adversely impacted the annual budget. 05/26/89 Departments submitted lists of other bond projects. 06/08/89 City Council received an update on the new bond program, a revised schedule of events and a list of proposed projects. 08/08/89 Dates, times and locations for briefings in each Council District are determined and advertising campaign is started. 09/25/89 Start briefings in Council Districts. 11/09/89 End briefings in Council Districts. 1990 01/09/90 City Manager submits recommended Bond Program to City Council . 02/13/90 City Council approves Proposed Bond Program. 03/02/90 City Attorney makes submission to the Justice Department for the Bond Election as required by the Voting Rights Act. 03/07/90 City staff starts second round of briefings in each Council District. 05/05/90 Bond Election date.
