AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND, IN AN
AMOUNT UP TO (1) $136,000.00, SUBJECT TO RECEIPT OF THE GRANT, AND
(2) $34,000.00 AS A TRANSFER FROM THE STATE ASSET FORFEITURE FUND
TO SATISFY THE CITY'S MATCH REQUIREMENT, FOR THE PURPOSE OF
FUNDING THE FY 2025 VICTIMS OF CRIME ACT GRANT; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund, in an amount up to (1) $136,000.00, subject to the receipt of the grant, and (2)
$34,000.00 as a transfer from the State Asset Forfeiture Fund to satisfy the City's match requirement, totaling
$170,000.00, for the purpose of funding the FY 2025 Victims of Crime Act Grant.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.

That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

(ALL) Adopt Resolution and Adopt Appropriation Ordinance for the Office of the Governor, Criminal Justice Division, Victims of Crime Act Grant to
Occur in Fiscal Year 2025 in the Amount Up to $136,000.00 as Required by the State of Texas
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached resolution to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund, subject
to the receipt of the grant, in the amount of $136,000.00 for the purpose of providing services and assistance to victims of crime.
DISCUSSION:
On 212712024, the City Council approved Mayor and Council Communication (M&C) 24-0165 and ratified the City's application for, and authorized
acceptance of, the Fiscal Year (FY)2025 Victims of Crime Act (VOCA) Grant (Grant). The purpose of this M&C is to request that the Council adopt
the attached resolution to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division, as required for
application and acceptance of the Grant. This M&C also requests that Council adopt the attached appropriation ordinance increasing estimated
receipts and appropriations in the Grants Operating Federal Fund in the amount of $136,000.00, subject to receipt of the grant. Though the
resolution and ordinance were attached to M&C 24-0165, the actions to be taken by City Council concerning those items were not included in the
subject of the M&C. Therefore, for purposes of satisfying the public notice requirements of the Texas Open Meetings Act, staff is presenting this
M&C to request Council take the above -described actions.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: State
of Texas
FISCAL INFORMATION 1 CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Federal Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to an expenditure being incurred, the Police
Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
