A RESOLUTION AUTHORIZING EXECUTION OF A LOCAL ON -SYSTEM
IMPROVEMENT AGREEMENT WITH THE TEXAS DEPARTMENT OF
TRANSPORTATION 'IN THE AMOUNT OF $969,412.00 OF WHICH CITY
PARTICIPATION IS $884,500.00, FOR THE NORTH MAIN STREET AT NORTHWEST
24th STREET PEDESTRAIN FACILITIES IMPROVEMENT PROJECT
WHEREAS, the City of Fort Worth ("City") desires to improve a portion of the State of Texas highway
system at North Main Street (BUS 287) and Northwest 24th Street intersection, which is maintained and operated
by the Texas Department of Transportation ("TXDOT"); and
WHEREAS, the North Main Street at Northwest 241h Street Pedestrian, Facilities Improvements Project
will improve safety for pedestrians, alleviate traffic congestion, and enhance the safety of the highway system by
installation of traffic signal and modification of pavement markings and ADA ramps.
WHEREAS, TXDOT supports the City's efforts to improve traffic congestion and enhance safety at this
location; and
WHEREAS, the Texas Transportation Commission passed Minute Order Number 116522 authorizing the
State to accept local government -funded projects performed on the state highway system; and
WHEREAS, TXDOT waives the direct and indirect costs in the amount of $84,912.00, thereby reducing
the City's costs by that amount; and
WHEREAS, the City desires to enter into a Local On -System Improvement Agreement with the Texas
Department of Transportation for intersection and signalization improvements at the North Main St and Northwest
24th Street intersection in the amount of $969,412.00 with City participation in the amount of $884,500.00;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
The City Council authorizes the City Manager or their designee to execute a Local On -System
Improvement Agreement with the Texas Department of Transportation in the estimated amount of $969,412.00,
with City participation in the expected amount of $884,500.00 plus any cost overruns f6r intersection and
signalization improvements at the North Main St and Northwest 24th Street intersection.

RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached resolution authorizing execution of a Local On -System Improvement Agreement with the Texas Department of
Transportation for the North Main Street (US-287 BUS) and Northwest 24th Street Pedestrian Facilities Improvement project (City Project
No. 103949) in the amount of $969,412.00, with direct and indirect state costs in the amount of $84,912.00 waived, and City participation in
the amount of $884,500.00 through the use of available funding in the Intergovernmental Contribution Fund;
2. Adopt the attached appropriation ordinance adjusting appropriations in the 2022 Bond Program Fund in the amount of $1,000,000.00, by
increasing appropriations in the North Main Street at Northwest 24th Street Pedestrian Facilities Improvement project (City Project No.
103949), and decreasing appropriations in the 2022 Bond Program Vision Zero (Road Safety) Program programmable project (City
Project No. P130022) by the same amount; and
3. Amend the Fiscal Years 2024-2028 Capital Improvement Program.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to adopt a resolution authorizing execution of a Local On -System Improvement
Agreement (LOSA) with the Texas Department of Transportation (TxDOT). The LOSA details the responsibilities of both the City of Fort Worth
(City) and TxDOT in the execution and implementation of the project.
A LOSA is a type of TxDOT permit that allows the City to implement improvements on a state highway system using local funding. The North Main
Street at Northwest 20 Street Pedestrian Facilities Improvement project will improve safety and provide capacity improvements.
This project consists of the installation of a traffic signal, improvements to the sidewalks, Americans with Disabilities (ADA) ramps, and pavement
markings at the North Main Street at Northwest 24th Street intersection.
The State is waiving $84,912.00 of direct and indirect state costs for its plan review and oversight. There will be no project reimbursements to
TxDOT for this project.
The project is currently funded for design using Red Light Camera Funding. Additional funding required for construction is available in the Vision
Zero (Road Safety) Prog project within the 2022 Bond Program for the purpose of funding the North Main Street at Northwest 24th Street
Pedestrian Facilities Improvement project.

Funding for this project was not included in the Fiscal Years 2024-2028 Capital Improvement Program (CIP) because the project and funding
sources were unknown at the time of its development. The action in this M&C will amend the Fiscal Years 2024-2028 Capital Improvement
Program as approved in connection with Ordinance 26453-09-2023.
This project is included in the 2022 Bond Program. The City's Extendable Commercial Paper (ECP) (M&C 22-0607; Ordinance 25675-08-2022)
provides liquidity to support the appropriation. Available resources will be used to make any interim progress payments until the debt is issued.
Once debt associated with a project is sold, debt proceeds will reimburse the interim financing source in accordance with the statement
expressing official Intent to Reimburse that was adopted as part of the ordinance canvassing the bond election (Ordinance 25515-05-2022).
This project is located in COUNCIL DISTRICT 2.
A Form 1295 is not required because: This contract will be with a governmental entity, state agency or public institution of higher education: Texas
Department of Transportation
FISCAL INFORMATION ! CERTIFICATION:
The Director of Finance certifies that funds are currently available in the Vision Zero (Road Safety) Prog project within the 2022 Bond Program
Fund and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the 2022
Bond Program Fund for the North Main Street at Northwest 201 Street Pedestrian Facilities Improvement project. Prior to any expenditure being
incurred, the Transportation & Public Works Department has the responsibility to validate the availability of funds.
