I. Call to Order of City Council and Crime Control and Prevention District Board
of Directors
With a quorum of the City Council Members present and a quorum of the Crime Control and
Prevention District Board of Directors present, Mayor/President Price called the Joint Meeting of
the Fort Worth City Council and Fort Worth Crime Control and Prevention District Board of
Directors to order at 5:34 p.m. on Thursday, August 22, 2013, in the Pre-Council Chamber of the
Fort Worth City Hall, 1000 Throckmorton Street, Fort Worth,Texas 76102.

Mayor/Director Price asked that City Attorney Sarah Fullenwider explain the reason for the Joint
Meeting.
City Attorney Fullenwider stated that on August 13, 2013, the City Council rejected the
budget submitted by the CCPD Board. According to the Local Government Code, Section
363.205(e), If the governing body rejects the budget submitted by the board, the governing body
and the board shall meet and together amend and approve the budget before the beginning of the
fiscal year. In order to meet the statutory requirements we have to have a joint meeting and then
afterward the CCPD Board will meet and then the budget will be submitted to the City Council
for formal action. This meeting is to meet the statutory requirements.
11. Administer Oath of Office to Gyna M. Bivens as New CCPD Board Director
City Secretary, Mary J. Kayser administered the Oath of Office to Gyna M. Bivens, new CCPD
Board member.
I'll. Consideration of Amendment of CCPD Adopted Fiscal Year 2014 Budget
A. Staff Presentation
Marianne Makar, Senior Management Analyst, Police Department, presented the staff report on
the proposed amendments to the CCPD Budget for Fiscal Year 2014.
The following changes were presented:
• PACS Late Night Program Increase of$483,479 &10 civilian
positions
0 Comin' Up Gang Intervention Increase of$783,592 and no positions
• Increased Jail Costs Increase of$3,474,297 and no positions
• Savings in Recruit Officer Training Savings of$1,799,483 no positions
The Proposed Budget with the Changes:
Enhanced Enforcement $16,355,453 123 AP
Neighborhood Crime Prevention $10,919,184 73 AP
Partners with a Shared Mission $4,432,484 10 AP
Recruitment and training $4,029,064 2 AP
Equipment,Technology and Infrastructure $27,024,025 3 AP
Salary Savings from Vacancy Adjustments $ (439,848) 0 AP
TOTAL $ 62,320,362 211 AP

B. 'Public Hearin
There was no one signed up to speak at the Public Hearing
C. Discussion
The Council/Board discussed the inclusion of the Late Night program and Comin' Up Gang
Intervention Program in the CCPD budget and the supervision of the programs.
The Police Department indicated that they would be evaluating all the programs within the
Partners with a Shared Mission and reporting back to the Board.
The consensus of the City Council and the CCPD Board was for staff to move forward with the
process of amending the FY2014 CCPD Budget by incorporating the changes presented and
discussed at the Joint Meeting.
IV. 'Adiourn
There being no further business, Mayor/President Price adjourned the Joint Meeting of the Fort
Worth City Council and Fort Worth Crime Control and Prevention District Board of Directors at
5.46 p.m.
