BIDS FOR SERVICES FOR PUBLIC IMPROVEMENTS DISTRICTS

Background
In 1987, a change in the law governing competitive bidding or bid propos-
als, no longer required that bids be requested for Public Improvement Dis-
tricts (Local Government Code, Subchapter B. , Section 252.022).
When the Downtown Improvement District No. 1 was first established in
1986, the Competitive Bid Statute (Art. 2368a, Sec. 2) , dictated that ser-
vices or purchases exceeding $10,000 be put out for competitive bids.
Because of the change in the law, staff is asking for Council 's guidance
regarding which direction to take during the reestablishment of the Down-
town Improvement District No. 1. In light of the excellent results
achieved by Downtown Fort Worth, Inc. and their essential role in downtown
planning and services, I believe that Council should seriously consider
utilizing the flexibility permitted under the revised state law.
If Council requires additional information, it will be furnished upon re-
quest.
