SUBJECT: FIRE STATION CAPITAL PROJECT FUNDING GAPS
The FWLab and departmental partners continue to monitor status of capital projects and funding.
As presented previously to Council, there are three fire stations from prior bond programs that
currently need appropriation to close a funding gap and execute construction contracts. The
M&Cs for these actions are forthcoming on the October 15, 2024 Council agenda. Each station is
recommended to utilize General Fund surplus fund balance as assigned for capital needs at the
end of the fiscal year 2023 close. Below are snapshot summaries of each:
Fire Station 16 located at 5701 Lovell Ave
• M&C 21 FIRE STATION 16 CMAR
• Current Budget $10,450,000
• Gap $3,663,534
• Council District 3
• Bond Program 2022
• Scope and Gap Driver(s): Original project scope included the demolition of the existing fire
station due to age and condition, land acquisition, design and construction of a new 3-bay,
double company fire station along with supporting infrastructure and equipment and was
approved in the 2022 bond program. Delays in determining a site location, an increase in
the building foot print to meet current Fire Department program needs and inflation created
a funding gap.
o Recommendation: Does not qualify for ARPA Non -Revenue Recovery funds. Utilize
General Fund fund balance to fund the gap.
Fire Station 26 located at 4915 South Drive West
• M&C 21 FIRE STATION 26 CMAR
• Current Budget $5,341,000
• Gap $7,048,032
• Council District 6
• Bond Program 2018
• Scope and Gap Driver(s): Original project scope included the demolition of the existing fire
station due to age and condition, design and construction of a new fire station along with
supporting infrastructure and equipment and was approved in the 2018 bond program.
This project was delayed due to two changes in location due to unfavorable site conditions.
The original site encountered issues, and a new one-story design was created along with
an additional sleeping room to meet current Fire Department program needs. The site
delay, redesign costs, and inflation created a funding gap.
o Recommendation: Does not qualify for ARPA Non -Revenue Recovery funds. Utilize
General Fund fund balance to fund the gap.

• Scope and Gap Driver(s): Original project scope included the demolition of the existing fire
station due to age and condition, land acquisition, design and construction of a new 3-bay,
double company fire station along with supporting infrastructure and equipment and was
approved in the 2022 bond program. An increase in the building foot print to meet current
Fire Department program needs and inflation created a funding gap.
o Recommendation: Does not qualify for ARPA Non -Revenue Recovery funds. Utilize
General Fund fund balance to fund the gap.
