The City of Fort Worth received a total ARPA SLFRF allocation of $173,745,090, consisting of $87,024,408 to be spent in the areas of Public Health and Negative Economic Impacts (Non -Revenue Recovery), and $86,720,682 to assist the City of Fort Worth (City) with the provision of governmental services (Revenue Recovery). To -date, City Council has approved allocations totaling $170,637,948. $86,353,499. has been allocated in the Revenue Recovery category leaving $367,183 unallocated, and $84,284,448 has been allocated in the Non -Revenue Recovery category, leaving a balance of $2,739,959 unallocated. Per U.S. Treasury guidelines, all general ARPA funds must be fully obligated by December 31, 2024 and fully expended by December 31, 2026. The City Manager's Office (CMO) has been evaluating project timelines and projected residual revenue with Department Directors and Project Managers to identify available amounts and additional uses for ARPA SLFRF funds. Current City projects have been analyzed for timelines, funding shortfalls and ARPA eligibility. Allocation recommendations for the Information Technology Solutions Department (ITS), Transportation and Public Works Department (TPW) and Park and Recreation Department (PARD) are identified in the tables below. Recommended Allocations: ARPA Revenue Recovery: ITS Infrastructure —Windows 11 Upgrade $ 367,183 The ITS Infrastructure Program was authorized on May 24, 2022 through Mayor & Council Communication (M&C) 22-0366 for activities designed to execute City's information technology infrastructure and data protection efforts, procure services to assist with those efforts, and deliver advanced solutions to support strategic directions. Additional ARPA Revenue Recovery dollars will fund a City-wide upgrade to the Windows 11 Operating System. ARPA Non -Revenue Recovery: ITS Neighborhood WiFi project $ 200,000 PARD Park Security Lighting project 1,035,000 TPW Grand Avenue Pedestrian Safety project 1,000,000 TPW Trinity Metro Bus Stop Pads 504,959 Total Recommended Allocations $2,739,959 The ITS Neighborhood WiFi project was initiated during the Coronavirus Aid, Relief, and Economic Security Act (CARES) to deliver internet connectivity to the Rosemont, Ash Crescent, Northside and Stop Six neighborhoods previously not served with affordable internet. M&C 22-0368, adopted by City Council on May 24, 2022, allocated $3,361,047 of ARPA Non -Revenue Recovery funds for completion of the WiFi infrastructure and initial operational support. Subsequently, on June 27, 2023, through M&C 23-0609, ITS project leaders identified $1,200,000 of residual revenue to be reclaimed from the project and reallocated to other ARPA initiatives. That amount was determined to be an overestimate and $200,000 is recommended to be reallocated to the Neighborhood WiFi project. ARPA Non -Revenue Recovery Funding will fulfill the existing funding shortfalls for the following parks: Kristi Jean Burbach Park, Summerbrook Park, CP Hadley Park, Creekside Park, South Meadows Park, Westcreek Park, Lasater Park, Sundance Springs Park, Willowcreek Park, Tadlock Park, Glenwood Park, Krauss Baker Park, Springdale Park, Fort Woof Dog Park, Englewood Park, Meadowood Park, Oakland Lake Park, and Louella Bales Baker Park. The funding will also enable PARD to expand the scope of the project to provide security lighting to Prairie Dog Park, McPherson Park, North Z Boaz Park and Eastbrook Park in order to deter crime and provide safety to the areas' residents. The TPW Grant Avenue Pedestrian Safety project will construct 3,250 feet of sidewalk along the North side of Grand Avenue from Northside Drive to North Main Street and provide and Americans with Disabilities (ADA) ramps at all side streets in order to facilitate pedestrian safety in this majority -minority neighborhood. A nearby elementary school and a previous pedestrian fatality provide further evidence of this project's necessity to provide safety measures to the neighborhood residents. The TPW Trinity Metro Bus Stop Pads project is a collaborative effort between the City and Trinity Metro to install concrete bus pads, curb and gutter, sidewalks and ADA ramps along Trinity Metro transit routes at multiple locations throughout the City. The project aims to promote public transportation ridership and enhance the quality of life for the community. The TPW Grant Avenue Pedestrian Safety project and Trinity Metro Bus Stop Pads project will be submitted for Council's approval on October 15, 2024 and the remaining projects on October 29, 2024.
