AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE
AMOUNT OF $370,456.18, SUBJECT TO RECEIPT OF A REIMBURSEMENT IN
THE AMOUNT UP TO $150,000.00 FOR ADDITIONAL FUNDING AND ALSO IN
THE AMOUNT UP TO $220,456.18 DUE TO A CHANGE OF FUNDING SOURCE
FROM THE CITY OF MILWAUKEE, WISCONSIN TO THE EMERGENCY
MANAGEMENT ASSISTANCE COMPACT FOR EXPENSES INCURRED
PROVIDING ADDITIONAL LAW ENFORCEMENT PERSONNEL TO ASSIST
WITH SECURITY FOR THE 2024 REPUBLICAN NATIONAL CONVENTION;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Federal Fund, of $370,456.18, subject to receipt of a reimbursement in the amount up to
$150,000.00 for additional funding and also in the amount up to $220,456.18 due to a change of funding
source from the city of Milwaukee, Wisconsin to the emergency management assistance compact for
expenses incurred providing additional law enforcement personnel to assist with security for the 2024
Republican National Convention.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Republican National Convention from the State of Texas in an Amount Up to $370,456.18 and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize application for reimbursement of law enforcement support expenditures related to assisting with security during the 2024
Republican National Convention from the State of Texas in the amount up to $370,456.18;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Other Fund, subject
to receipt of reimbursement, (1) in the amount up to $150,000.00 for additional funding; and (2) in the amount up to $220,456.18 due to
change of funding source from City of Milwaukee, Wisconsin to Emergency Management Assistance Compact.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to appropriate funds for providing law enforcement support to assist with security
during the 2024 Republican National Convention (RNC) held in Milwaukee, Wisconsin.
The City of Milwaukee, Wisconsin hosted the 2024 RNC on July 15-18, 2024, The RNC was previously declared a National Special Security Event
by the federal government, which means extraordinary security measures were required. As such, officers of the Fort Worth Police Department
(FWPD) traveled to Milwaukee between July 12, 2024, and July 20, 2024, to assist the Milwaukee Police Department (MPD) with policing efforts
On May 14, 2024, the City Council approved M&C 24-0411 to appropriate up to $220,456.18 in the Grants Operating Federal Fund for
reimbursable expenditures for salaries, overtime, and travel expenses for officers participating in the RNC event.
Governor Abbot deployed Texas Law Enforcement Support for the Republican National Convention coordinated under the Emergency
Management Assistance Compact (EMAC). EMAC is a state -to -state mutual aid system that enables states to provide assistance and share
resources with another state in response to a disaster or emergency. EMAC members can share resources from all disciplines, protect personnel
who deploy, and be reimbursed from mission -related costs. The Fort Worth Police Department will submit an application for reimbursement to the
State of Texas, which then the State will submit through EMAC.
Since Fort Worth Police Department was deployed thru EMAC and we don't have an Memorandum of Understanding (MOU) with the City of
Milwaukee this reimbursable project will be appropriated in the Grants Operating Other Fund.
Indirect costs are not allowed. There is no City match requirement associated with this project.
A Form 1295 is not required because: This contract will be with a govemmental entity, state agency or public institution of higher education: Texas
Division of Emergency Management
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinances, funds
will be available in the current operating budget, as appropriated, in the Grants Operating Other Fund. The Police Department (and Financial
Management Services) will be responsible for the collection and deposit of funds due to the City. Prior to any expenditure being incurred, the
Police Department has the responsibility to validate the availability of funds. This is a reimbursement grant.
