HomeMy WebLinkAboutOrdinance 27126-09-2024Ordinance No. 27126-09-2024 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL CAPITAL PROJECTS FUND, IN THE AMOUNT OF $300,000.00, TRANSFERRED FROM THE GENERAL FUND, FOR THE PURPOSE OF FUNDING THE PARD STUDIES PROGRAMMABLE PROJECT (CITY PROJECT NO. P00119); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the Budget of the City Manager, there shaII also be increased estimated receipts and appropriations in the General Capital Projects Fund in the amount of $300,000.00, transferred from the General Fund, for the purpose of funding the PARD Studies programmable project (City Project No. P00119). SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the General Capital Projects Fund in the PARD Studies programmable project (City Project No. P00119) in the amount of $300,000.00 forthe purpose of funding the FY24 PARD Aspirational Plan project (City Project No. 105339); and 2. Amend the Fiscal Years 2024-2028 Capital Improvement Program. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to appropriate funds into the General Capital Projects Fund in the PARR Studies programmable project (P00119) for the purpose of funding the Fiscal Year (FY) 2024 PARD Aspirational Plan project (City Project No.105339). On January 23, 2024, Council approved M&C 24-0001, which designated "$360,000.00 as committed Fiscal Year 2023 fund balance to Park & Recreation Department (PARD) from Fiscal Year 2023 savings in the General Fund for contractual commitments and rollover into Fiscal Year 2024." Of the $360,000.00 amount designated to PARD, $300,000.00 was appropriated to the Transfer & Other category for the Aspirational Plan. The other $60,000.00 was appropriated to the General Operating & Maintenance category for BIM360, the file -sharing platform. PARD is requesting in this M&C to transfer the designated $300,000.00 for the Aspirational Plan to the General Capital Projects Fund. M&C 24- 0079, approved on January 23, 2024, authorized a Professional Service Agreement with HR&A Advisors, Inc. to develop the Aspirational Plan. Funding is budgeted in the Transfer & Other category within the General Fund for the purpose of funding the FY2024 PARD Aspirational Plan project. Funding for this project was not included in the FY2024-2028 Capital Improvement Program. The action in this M&C will amend the FY2024- 2028 Capital Improvement Program as approved in connection with Ordinance 26453-09-2022. A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that funds are currently available in the General Fund, and upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the General Capital Projects Fund for the PARD Studies programmable project.
