*7 To the Mayor and members of the City Council August 22, 1989
Subject: RLR9CTDRY-AfiSJB2MCE SERVICE (870-6000)
The adoption of the FY 1988-89 budget authorized the phase out of
the City's "live" swithboard operator of the 870-6000 phone.
Since the phase out of the operator, citizens calling this number
would hear a recording giving a listing of City departments and
numbers. Included in these numbers was the Action Center's phone
number, directing citizens to call the Action Center should the
recording not provide the information they were seeking. As a
result of this change, the Action Center has experienced a 179%
increase in calls .
Citizens and City Councilmembers have expressed a concern about
the fact that calls to 870-6000 are answered with a recording
instead of a "live" operator. To return to the operator system
would require additional personnel . Because the Action Center
already receives request for information calls, staff believes it
would be appropriate to have the operator function in the Action
Center. Staff is of the opinion that with the addition of one
staff person , the 870-6000 number can again be answered by an
operator.
-OpL If the City Council concurs with the option of reinstating the
operator, staff will take the necessary steps to implement the
function. Staff estimates that the new system could be in
operation within three to four weeks.
