AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE DEVELOPER CONTRIBUTION FUND IN THE
AMOUNT OF $1,600,000.00 FOR THE PURPOSE OF FUNDING THE CAMP
BOWIE IMPROVEMENTS PROJECT (CITY PROJECT NO. 104639);
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2023-2024 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Developer Contribution Fund in the amount of $1,600,000.00 for the purpose of funding the Camp Bowie
Improvements Project (City Project No. 104639).
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 26453-09-2023 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Project and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Accept a donation in the amount of $1,600,000.00 from the Fort Worth Local Development Corporation for the Camp Bowie Improvements
. project; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Developer Contribution Fund in
the amount of $1,600,000.00 for the purpose of funding the Camp Bowie Improvements Project (City Project No. 104639).
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to accept a donation in the amount of $1,600,000.00 from the Fort Worth Local
Development Corporation and appropriate funding into the Camp Bowie improvements project (City Project No.104639).
On August 6, 2024, the Fort Worth Local Development Corporation (LDC) approved $1,600,000.00 in funding for the proposed improvements to
Camp Bowie Boulevard.
These improvements will further the City s commitment to safety and beautification by addressing non -conforming intersection geometry while
reinforcing a gateway experience. They will also create a sense of place, calm traffic, and activate pedestrian interaction. The project design wit
address pedestrian lighting and non -conforming roadway sections, enhance landscaping, and retain historic brick pavers. This project also
includes replacing existing water utilities, funded by the Water Department.
The cost of roadway enhancements is $11,500,000.00 plus contingencies, which is funded by Fort Worth and through an Interlocal Agreement with
Tarrant County. The cost of water utility upgrades is $2,900,000.00, which will be appropriated through a separate M&C by the Water Department.
The total project budget is $14,400,000.00, which includes the LDC authorization of $1,600,000.00. Appropriation of the LDC funds will allow
public bidding and construction to begin in September 2024. Construction is expected to be completed within 12 months. In partnership with
Crescent Real Estate, this project demonstrates successful collaboration between the public and private sectors for the betterment of the
community.

A Form 1295 is not required because: This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION 1 CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds
will be deposited into the Developer Contribution Fund for the Camp Bowie Improvements project. The Transportation and Public Works
Department (and Financial Management Services) is responsible for the collection and deposit of funds due to the City. Prior to any expense
being incurred, the Transportation and Public Works Department also has the responsibility to validate the availability of funds.
